HomeMy WebLinkAbout1963-04-24 - Board of Directors Meeting Minutes261 April 24, 1963 The Board of Directors of the Y orba Linda County Water District convened at the office of the District April 24, 1963. Due to the absence of the President and Vice President, Director Hastings was appointed temporary chairman on a motion made by Director McGuire, seconded by Director Clodt, and carried. The regular meeting of the Board of Directors of the Yorba Linda County Water District was called to order at the office of the District by Chairman Pro Tem Rex Hastings at the hour of 8;30 A.M. April 24, 1963. Director Hastings, Director McGuire and Director Clodt were present. Directors Wagner and Milmoe were absent. Attorney James Erickson was also present. Sewer refund agreements for Job S-,205, units 1 and 2 were presented by the General Manager. A motion was made by-Director Clodt, seconded by Director McGuire and duly carried that the refund contracts be approved in accordance with Resolutions 41 and 42. A motion was made by Director McGuire, seconded by Director Clodt and carried that the action of the Vice President and the Assistant Secretary in signing a refund agreement in accordance with Resolution 41 and 42 for Job S-54 be ratified and approved. A motion was made by Director McGuire, seconded by Director Clodt and carried to approve water refund to Jobs 72 and 74 and the Yorba Linda County Water District from despoits made by Job 104 in the amount of $2,175.99. A discussion was held concerning the sale of District property located on ©linda Street and Imperial and building elsewhere. It was agreed that the matter should be further investigated and discussed. The subject of selling surplus water to Anahem for use South of Placentia-Yorba Lj;~ Blvd., ( prangethorpe) was discussed and it was the general opinion of the Board that it would be to the best interest of the District to do so, however, they felt that the costs and legal aspects should be investigated thoroughly before any decision could be made. An application for a water service on Yorba Linda Blvd. and Avocado was presented by Mr. John Apalategui. After discussion a motion was made by Director McGuire seconded by Director Clodt and carried that the application be approved subject to Mr. Apalategui paying for one half the cost of 1321 of 8" line @ 4.Ss° per ft., ( the width of his property on Avocado Street) pkl~ the line to be installed at a later date; plus the normal cost for the installation of a 1" meter and his signed agreement to move the meter frcrn the Westerly part of his property to Avocado Street when the line was installed. 262 The hour of 10.00 A.M. having arrived bids for sewer contract for Job 48 from Harco Construction Company, Leo Weiler and Orange County Pipe Line Inc. were opened and reviewed. None of the bids were considered properly prepared and a ;notion was made by Director Clodt, seconded by Director McGuire and carried to reject all bids received for said job. A motion was made by Director Clodt, seconded by Director McGuire and unanimously carried that all future bids for sewer construction be approved by the Staff of the District as to preparation and adherence to specifications before being presented to the Board. On recommendation by the General Manager payments from Sewer Trust Construction funds to be made on Job 54 to Blakeley Bradrord in the amount of $800.00 and to Harco Construction Company in the amount of $2,392.18 were approved on a motion made by Director McGuire, seconded by Director Clodt and carried. A request from So. California Edison for an easement across a portion of Lot 23 Block 36,will site No. ' 11, was presented. After discussion the matter was -referred to the General Manager and the Attorney for the District for study to be returned to the 'Board with their recommendation. The audit committee reported that bills against the District in the amount of $30,469.64 had been audited and approved. A motion was made by Director McGuire, seconded by Director Clodt and carried that the audited bills be paid. Copies of plans for zoning to build apartments on Lakeview Avenue in Lot 12 Block 22 were received from the County Planning Depart. asking for comment. It was the recoln'mendation of the staff that access requirements be changed for fire purposes and that spec- ifications of the Pacific Board of Fire Underwriters be followed as :closely as possible. After discussion it was moved by director McGuire, seconded by Director Clodt and unanimously carried that the recommendations of the staff be made known to the `County Planning Department and that a road should be planned to complete- ly encircle the development for fire fighting purposes. Job 240.- An application was presented from Mr. Glenn C. Barnett for a water service on a road in Lot 2, Block 11, running Westerly from .Avocado, A motion was made by Director Clodt, seconded by Director McGuire and carried that the job be approved pending receipt of $246.96 for 1171 of 611 line plus the cost of 4 of a fire hydrant and a 101 meter; appropriate refunds from these deposits to be .made to jobs 63 and 150. S-242 An application for a sewer connection was presented from a Mr. Parish on Orange Ave. It was moved by Director Clodt, se- conded :'3y Director McGuire a,-'Id d.ily carried that the connection be approved subject to the usual and necessary engineering a.rnd financial requirements. 263 Job No. 246.-An application for water sea_vice for a service station on Orchard Drive was presented. A motion was :made by Director Mc-Guire seconded by Director Clod` and carried that the request be granted as recommended subject to the installation of the necessary main extension, proper size of meter and one fire hydrant.. Job 244.-Application for water service on Lakeview was presented. After discussion a motion.was made by Director McGuire, seconded by Director Clodt and carried that the recommendation of staff be approved ( 611 main extension plus 2 fire hydrants). Job 243,-Application was presented for water service on the back portion of Lot 3, Block 4. It was recommended by staff that since two services were connected to one meter the ooTners be notified that this was in violation of the Rules and Regulations and must be corrected. After discussion it was agreed that the matter be re- ferred back to staff for further study.
