An adjourned meeting of the Board of Directors of the Yorba Linda County
Water District was called to order at the office of the District by
President Wagner at the hour of 8:30 A.M., August 22, 1962. On the call
of the roll all Directors were present. Also present was H. Rodger Howell,
Attorney for the District.
A letter from Development Consultants Inc., was read askingfor conditions
necessary to annex to the District some 400 acres lying
East of the Country Club. After thorough discussion a motion was made
by Director Hastings, seconded by Director Clodt and unanimously carried
that the Generai'Manager be authorized to write Development Consultants Inc.
advising them that the District is interested in considering this annexation
and providing water and sewer service but more specific information as
to exact area, topography and density of the development would be necessary.
Director Milmoe reported for the Water Rate Study Committee and presented
a rate schedule for the consideration of the Board. After thorough dis-
cussion and revision the following rates, effective September 5, 1962,
were adopted on a motion made by Director Hastings, seconded by Director
McGuire and unanimously carried.

Re: Water Rates Effective September 5, 1962
Please be advised that on August 22, 1962, the Board of Directors of
the Yorba Linda County Water District did amend the Rules and Regulations
of the District, establishing the water rates as follows:
Section 3.5A - Demand Service
1. Domestic and Commercial
First 1500 cu. ft. per month $3.50
All over 1500 cu. ft. per month $0.085 per 100 cu. ft.
2. Combination
First 1500 cu. ft. per month $3.50
Next 1200 cu. ft. per month $0.085 per 100 cu. ft.
All over 2700 cu. ft. per month $0.078 per 100 cu. ft.
Combination - this rate will be applicable for Domestic and
Irrigation Services where the first use of the water -used is for
the commercial production of agricultural, horticultural, or
floricultural crops and for pasture grown for commercial pur-
poses. This type of service can only be supplied to indivi-
dual consumers who have not less than one acre of ground
planted to the above use. This service shall be permitted
only for present services.

3. Irrigation
All water at $0.078 per 100 cu. ft.
or approximately $34.00 per acre foot
or approximately $0.055 per hour inch
4. Minimum Charges
Minimum charges per month for Demand Service shall be:
5/8" & 3/41, meter $ 3.50
1" & 14" meter $ 4.00
12" Meter $ 6.50
290 meter $ 9.50
3" meter $17.00
4" meter $30.00
6" meter $50.00
Section 3.58 - Booked Service
1. Combination - Charges shall be the same as charges for
Demand - Combination service except that the minimum monthly
charge may be $4.00 per month in compliance with Section 3.5-C
of the Rules and Regulations effective January 1, 1960.
2. Irrigation
No minimum charge. All water at $0.078 per 100 cu. ft.
or approximately $34.00 per acre foot
or approximately $0.056 per hour inch
l Demand service water has been increased from $0.062 per 100 cu. ft. or
$0.0083 per 100 gallons (less than 1G per per 100 gallons) to $0.085 per
100 cu. ft. or $0.011 per 100 gallons (just a little over 1(, per 100
gallons).
Approximately 70% of this increase is due to the additional costs
placed on this District along with other water producers in the area,
for the replenishment of the undergound by the Orange County "dater District
Approximately,30% of this increase is required due to the additional
power costs required in the provision of increased water pressures, and
the increased costs of material and labor.
The differential in the rate between irrigation and domestic water of
$0.007 per 100 cu. ft..or $3.00 per acre foot is due to the differenti-
ation placed on the pump tax paid to the Orange County Water District
by the Yorba Linda County Water District for irrigation and domestic
water.

After further discussion a motion was made by Director C1odt, seconded
by Director Hastings.and.unanimously carried that any booked, non demand
service not using water for 9 consecutive months could be locked off at
the discretion of the-General Manager. The service will be turned on
again, without a charge, when the consumer has booked his first irrigation
through the service following its turn off.
The hour of 10.00 A.M. having arrived the consideration of a petition for
annexation to the District by Tract 4151 and 4397 was discussed and on
a motion made by Director 'Hastings, seconded by Director Clodt and un-
animously carried the date of the hearing was continued until the hour
of 10.00 A.M. September 12, 1962.
A discussion was held concerning an application of Southern California
water Company for service within District Boundaries. It was agreed
that the General Manager and Attorney 1-I. Rodger Howell attend a hearing
to be held in Los Angeles August 23, 1962.
Mr. Dueker called the attention of the Board to the fact that Secretary
Auditor Valdo Y. Smith will complete twenty years service in September.
A motion was made by Director Milmoe, seconded by Director Hastings and
unanimously carried that Secretary Smith be congratulated and commended
for his faithful service during the past twenty years.
Attorney Howell reported that Attorneys.for the Army Corp of Engineers
had objected to certain phrasing of their contract with the District to
use certain District easements. Attorney Howell recommended certain minori
changes that would correct the situation. A motion was made by Director
Milmoe; seconded by Director Hastings and duly carried that the
changes in the Consent form be approved and execution of the document
be authorized.
Manager Dueker reported that negotiations were still under way with
Shell but were progressing satisfactorily for a site for Reservoir No.4.
Progress payments for job 5-34 for Construction of sewers were presented
as follows:
Blakely Bradford and Associates - $2,000.00
Orange Co. Sewers Inc. 23,070.79
A motion was made by Director Clodt, seconded by Director Hastings and
unanimously carried that the payments be made from funds deposited by
Developers Improvement Association for this purpose.
Mr. Dueker reported that the Developer of the Mueller Apartments on Plumosa
Street proposed to build several garages over a 6" main in Lot 5, Block 12.
After discussion a motion was made by Director Hastings, seconded by
Director McGuire and carried that the General Manager inform the Developer
that it would be necessary, to relocate either the line or the garages.
The engineering staff presented a report that they had just discovered
two houses moved in and building over a main on the Northerly line of Lot 6
Block 3. A motion was made by Director McGuire seconded by Director
Hastings and unanaimously carried that in accordance with the recommend-
ation of Attorney Howell the General Manager be instructed to inform the
property owners of this enroachment and further inform them that it would

be necessary to either relocate the structures or compensate the
District for making other provisions for service.
job 186 - Recommendations for construction of a main extension for a
Mr. Valardi were presented by the Engineering Staff. After considerable
discussion a motion was made by Director Milmoe seconded by Director
Clodt, and unanimously carried that the job be approved as recommended
in accordance with the Rules and Regulations and that the developer
pay his proportionate share of a Fire Hydrant.
A motion was made by Director Milmoe, seconded by Director Clodt and
unanimously carried that Mr. Dueker, now possessing a license as a
registered Engineer, be classified henceforth as General Manager and
Chief Engineer of the District.
There being no further business the meeting was adjourned on a motion
made by Director Rex Hastings seconded by Director Fred Clodt and
duly carried. 1
