A special meeting of the Board of Directors of the yorba Linda
County Water District was called to order at the office of the
District by President Crist at the hour of 3:30 P.M. November ,
1961.
Ihe purpose of the meeting was to discusses ae laying of onsite
water mains by subdividers on a bid basil o transact any other
business that might come before the meeting.
Directors Grist, Wagner, Milmoe and Hastings were present.
Director Clodt was absent. Also present were Mr. IngraXm, a
developer, Mr. Eastman, an attorney, Mr. Ruvalcava, hod carriers
and labor respresentative from A F L and C I C and Mr. H. Rodger
Howell, attorney for the District.
A general discussion was held by all parties relative to Mr.
Ingrams protest that he should be permitted to get bids by
contractors for the installation of water mains in his develop-
ment. Mr. Ingram stated that he could. contract cheaper than having
the District install the mains. The proposed. contract was reviewed
and it was pointed out to Mr. Ingram that the installation of meters
and services had been omitted from the bid received by him. After
calculating the additional cost of these items the District es-
timate and the bid were found to be approximately the same.
Allusions to probable picketing resulting from use of District
empees instead of union employees were made by Mr. Dalkins and
Mr. Ruvalcava until it was explained to them that the District
employees were basically being trained for maintenance work and
that hundreds of thousands of dollars of construction work had.
been let by the District to contractors employing union labor.
Mr. Ingram then agreed to deposit as soon as possible the regkired
amount of money to enable the District to proceed to purchase materials
preparatory to starting the construction of the mains in question.
There being no further business the meeting was adour ed on a
motion made by Director Hastings, sec pded by Direc r Milmoe and
duly carried.

The undersigned, Fred G. Glodt , a member of
the Board of Directors of Yorba Linda County Water District, does
hereby waive notice and consent to the holding of a special meeting
of the directors of that District at the principal office of the
District at 4866 South Olinda, Yorba Linda, California at
3:30 p.m. November 7, 1961 for the
purpose of discussing, laying of onsite water mains by
subdividers.
does hereby ratify any and all actions taken thereat and agrees
that any business contracted at said meeting shall be as valid and
legal and of the same force and effect as though said meeting were
held after notice was duly given.
