February 10, 1960
The regular meeting of the Board of Directors of the Yorba Linda County
Water District was called to order at the office of the District February
10, 1960 at the hour of 800 o'clock AM,, by President Crist. All
Directors were present and answered the roll call. Also present was H.
Rodger Howell, attorney.
The Secretary read the minutes of the adjourned regular meeting of February
82 1960. A motion was made by Directors Hastings, seconded by Director
Milmoe, and carried that the minutes of the meetings held January 20., and
February 3, 1960 be approved asmailed and that the minutes of February 8th be
approved as read.
The finance committee presented and recommended for payment bills against
the District in the amount of 16,576.27. A motion was made by Director
Clodt, seconded by Director Hastings, and carried that all bills be'approved
for payment but that the payment of bills from Lowrey and Associates and
from James Montgomery in the amount of 12,50040 be deferred until funds
from the sale of Bonds were available.
Resolution No. 27 AUTHORIZING THE PRINTING OF THE LEGAL OPINION ON THE
GENERAL OBLIGATIC)N BONDS OF THE DISTRICT IN THE AMOUNT OF $1,670,000 was
introduced. A motion was made by Director Hastings, seconded by Director
Milmoe, and unanimously carried that Resolution No. 27 be adopted.
Resolution No. 28 APPROVING A METHOD OF FINANCING THE PROPOSED SEWERAGE
DISPOSAL AND COLLECTION SYSTEM wasintnoduced. A motion was made by
Director Wagner, seconded by Director Hastings, and unanimously carried that
Resolution No. 28 be adopted.
The Secretary reported that he had obtained quotations on a Blanket r
Position Bond for all employees as instructed. The recommendation was for
$25,000.00 for the Secretary-Auditor and for $10,000.00 each for all other
employees. The policy also included burglary and robbery coverage in the
amount of $1,000.00 The three year premium quoted for the policy was $450.87.
A motion was made by Director Hastings, seconded by Director Wagner and'
carried that acceptance of the policy be approved.
The. Secretary also presented a recommendation that Extended Coverage be
added to the fire insurance policy covering the roofs of Reservoirs No. 1
and No. 2, and that the amount of coverage on Reservoir No. 1 be increased
from $8,000 to $60,000. The cost increase on the policy for a three year
period was quoted as $123.30. A motion was made by Director Wagner, se.
conded by Director Hastings that the increased coverage be authorized.
After discussion a motion was madd by Director Milmoe, seconded by Director
Wagner, and carried that, subject to the General Managers approval and
corrections, the Preliminary Plans and Specifications prepared by James
Montgomery be approved,

A motion was made by Director Clodt, seconded by Director Hastings, and
carried that Manager Dueker be authorized and instructed to have the
necessary legal notices published in the Yorba Linda Star on February
18 and February 25, 1960 inviting construction bids and notifying bidders
that bids will be received at the office of the District until the hour
of 1.0:00 o'clodk A.M. March 9, 1960.
Manager Dueker extended an invitation to all Directors interested to
accompany him on a tour to be given at Riverside February 23 by the
Santa Ana River Water Association.
On a motion by Director Hastings seconded by Director Clodt, and carried
the meeting was adjourned.
