HomeMy WebLinkAbout1960-12-06 - Board of Directors Meeting Minutes63 December 6, n6C An adjourned meting of the board of Directors of the Yorrba Linda County Water District was called to order at the auditorium of the Yorba-Linda Elementary- School, Yorba Linda, California at the hour of 700 F.I. mac, December 6, 1960, bar President Grist. All Directors more present and answered the roll. _%is being the time and place as specified in kesoluh: on No. 36, as adopted November 9, 1960, President Crist announced that the Boar of Directors would proceed with the public hearin7 concerning the Necessity of lncuring Indebted- ness in the amount of V1,100,000.00. President Grist then read the official Notice of Hearing, and stated that the purpose of the Hearing was to determine whether the whole or only a portion of the District would be benefited by incur- in; the indebtedness. The Secretary reported that notices of tin `Daring had been published in the Yorba Linda Star as req „red by law, and that no written co"nunications regarding the hearing had been received to date. (resident Grist introduced the Directors of the District, Or. H. Aodger Howell, attorney and assistant secretary of the Jistrict and kr. Milo kith, ngineer for Lowry and Associates. Mr. heith, being duly sworn in by the Secretary of the District as an expert witness, stated his qualifications as an engineer employed by Lowry and oc ates the designers of the Master Plan for sewer lines for the Jistrict. Keith explained the master plan for sewers and statedthat in his experience sewers always benefit the district in which they more installed and that he was of the opinion that sewers would benefit this entire District. A question was asked from the floor concerning the cost of laterals and house connections. hr. Anith stated that the cost of laterals should average approximately Q.00 per front foot and the house connections a_ prox- im' wly 2.50 to 2-A w r s foot. & formal protest to t,hs inclusion of property in Block 36 wasmade by Mr. John uilmore on the grounds that there was a possibility of a portion of that area being annexed to the City of Anahiaim in the future. It was urged by a few that the sewer s`:-stem at the start be limited to the more populated areas and let other areas come in as they desired. Mr. ieith pointed out that this would not only be a lass economical method but would require thse who came in later to pick up all costs they would have paid by being included in the initial system. Mr, ?gyred Johnson asked the Board to restudy the plan with.special attention to area "C".
