CALL TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Water District: J. PUBLIC COMMENTS Any individual wishing to address the Board (or Committee) is requested to identify themselves and state the matter on which they wish to comment. If the matter is on the agenda, the Chair will recognize the individual for their comment when the item is considered. No action will be taken on matters not listed on the agenda. Comments are limited to three minutes and must be related to matters of public interest within the jurisdiction of the Water District. (GC 54954.3) 5. ACTION CALENDAR This portion of the agenda is for items where staff presentations and Board (or Committee) discussions are needed prior to formal action. 5.1. Minutes of the YLWD/City of Yorba Linda Joint Agency Committee Meeting held August 8, 2022 Recommendation: That the Committee approve the minutes as presented. 6. DISCUSSION ITEMS This portion of the agenda is for matters that cannot reasonably be expected to be concluded by action of the Board (or Committee) at the meeting, such as technical presentations, drafts of proposed policies, or similar items for which staff is seeking advice and counsel. Time permitting, it is generally in the District’s interest to discuss these more complex matters at one meeting and consider formal action at another meeting. PARTICIPATION INSTRUCTIONS Was included on the agenda. 2. CALL TO ORDER The Yorba Linda Water District/City Council Joint Advisory Committee meeting convened at 5:36 p.m. 3. PLEDGE OF ALLEGIANCE Interim General Manager Doug Davert 4. ROLL CALL Committee Members City Council: Gene Hernandez, Mayor Pro Tem and Beth Haney, Councilwoman Water District: J. Wayne Miller, President and Tom Lindsey, Director Page 3 of 6 2 5. PUBLIC COMMENTS David Ramocinski, spoke regarding a Yorba Linda Water District easement on the same road which is also designated as the Hidden Hills emergency exit. He is concerned as to whether the entrance to the Esperanza Hills development project would interfere with their neighborhood emergency exit as it is not on any of the builder's grading plans. He wanted to make both the City and Water District aware of potential conflicts with ingress/egress at that location. Interim General Manager Davert responded that the Water District would monitor the situation and make certain the easement is protected as well as the ingress/egress. City Manager Mark Pulone also responded that he would follow up with staff regarding Mr. Ramocinski's concerns. Mark Schock, requested that staff directly correspond with the Metropolitan Water District (MWD) about the Hidden Hills neighbor’s concerns and the possible ramifications with the easement issue. He said that once development begins and access is blocked, it will be very difficult to reverse course. Mr. Schock also asked both the City and Water District if they had received any correspondence or communication with Metro Link regarding resurrecting the Metro Link Hidden Hills station project, in light of the $10,000,000,000 Metro Link station improvement grant by the Federal government. Mr. Davert and Mr. Pulone responded that they were not aware of any communication with Metro Link but would confirm with appropriate staff. Mayor Pro Tem Hernandez and Councilwoman Haney also confirmed they had received no communications regarding the Metro Link. Interim General Manager Davert said that the Water District had recently issued over $30,000,000 in bonds to fund Capital Improvement Projects of which the two biggest are the Hidden Hills Booster Bump Station to add additional capacity and reliability, increase fire flows and is partially funded by Cielo Vista Development; the other is Timber Ridge Booster Pump Station which will be going out to bid shortly. Mr. Davert thanked the City and Yorba Linda Chamber of Commerce for the District’s involvement in the successful Taste of Yorba Linda last month. 6. ACTION CALENDAR 6.1 Minutes of the YLWD/City Council Joint Advisory Committee meeting held on April 25, 2022. That the YLWD/City Council Joint Advisory Committee approve the Minutes of the April 25, 2022 meeting. Page 4 of 6 3 AYES (4): Haney, Hernandez, Lindsey, and Miller CARRIED (4 to 0) 7. DISCUSSION ITEMS 7.1 Statewide Drought Conditions Public Affairs Manager Alison Martin reminded everyone that Governor Newsom and the State Water Resources Control Board (SWRCB) are requesting a reduction in summertime water use, and since Orange County has significantly invested in drought resiliency the Water District, is simply asking residents to voluntarily reduce their water use by 20% with no specific restrictions or penalties. The Water District recognizes that many customers, since the drought in 2015, have invested heavily in living a water-wise lifestyle and using water efficiently. 7.2 Status of Delta Conveyance Project Ms. Martin spoke on the status of the Delta Conveyance Project and said the Department of Water Resources released a draft EIR which allows the public to weigh in on the process of the proposed infrastructure project; comments can be made until October 27, 2022. The project has been redesigned and downsized to a single tunnel and she added that more information can be found at Deltaconveyanceproject.com Councilwoman Beth Haney asked about water demand and projections for all of the new housing units required by the state. Interim General Manager Davert responded that the Water District tracks usage and demand year to year and can budget within 1 – 2% annually. He spoke about the groundwater basin, which last month met over 80% of supply and on a yearly average basis meets 77% of demand. He said there is currently 3-5 years of storage in the groundwater basin even without any additional rain. Beyond that, within the metropolitan system, southern California has made a substantial investment over the last several decades in the aqueduct systems. He added that urban water use is only 10% of the water used and that we should continue to conserve where we can but there is plenty of water. 7.3 Status of Housing Developments (Proposed and In-Progress) City Manager Mark Pulone provided an update on active housing developments in the City and said that the Shea Homes Saffron project on Page 5 of 6 4 Bastanchury Avenue, includes 23 large-lot homes and models will be ready before the end of September. ETCO Homes, on Lakeview Avenue is a senior citizen development with 120 units. The Cielo Vista development, adjacent to Esperanza Hills and east of San Antonio, is currently undergoing grading and is planned for 77 homes. Mr. Pulone said the City Council will consider tomorrow night, adding a measure to the November ballot to satisfy the Regional Housing Needs Assessment (RHNA) allocation numbers. Director Tom Lindsey asked if there would be multiple measures and Mr. Pulone responded that one measure is proposed to include all 19 sites. 7.4 Future Meeting Date, Agenda Items, Location A future meeting date was not determined at this time. 8.
