CALL TO ORDER 2. PUBLIC COMMENTS Any individual wishing to address the committee is requested to identify themselves and state the matter on which they wish to comment. If the matter is on this agenda, the committee Chair will recognize the individual for their comment when the item is considered. No action will be taken on matters not listed on this agenda. Comments are limited to matters of public interest and matters within the jurisdiction of the Water District. Comments are limited to five minutes. 3. ACTION CALENDAR This portion of the agenda is for items where staff presentations and committee discussions are needed prior to formal committee action. 3.1. Citizen's Advisory Committee Structure and Re-Organization Recommendation: That the Committee consider appointing new leadership and explore and evaluate the Committee's current methods of operation, number of meetings, times, utilization of staff, etc. 3.2. Committee's Mission Statement and Purpose Recommendation: That the Committee discuss and finalize a written mission statement. 4. DISCUSSION ITEMS This portion of the agenda is for matters such as technical presentations, drafts of proposed policies, or similar items for which staff is seeking the advice and counsel of the Committee members. The next meeting of the Citizens Advisory Committee will be held July 25, 2011 at 8:30 a. m. Items Distributed to the Committee Less Than 72 Hours Prior to the Meeting Pursuant to Government Code section 54957.5, non-exempt public records that relate to open session agenda items and are distributed to a majority of the Committee less than seventy-two (72) hours prior to the meeting will be available for public inspection in the lobby of the District's business office located at 1717 E. Miraloma Avenue, Placentia, CA 92870, during regular business hours. When practical, these public records will also be made available on the District's internet website accessible at http://www.ylwd.com/. Accommodations for the Disabled Any person may make a request for a disability-related modification or accommodation needed for that person to be able to participate in the public meeting by telephoning the Executive Secretary at 714-701-3020, or writing to Yorba Linda Water District, P.O. Box 309, Yorba Linda, CA 92885-0309. Requests must specify the nature of the disability and the type of accommodation requested. A telephone number or other contact information should be included so the District staff may discuss appropriate arrangements. ITEM NO. 3.1 AGENDA REPORT Meeting Date: June 27, 2011 To: Citizens Advisory Committee From: Ken Vecchiarelli, General Manager Prepared By: Damon Micalizzi, Public Information Officer Subject: Citizen's Advisory Committee Structure and Re-Organization SUMMARY: With the appointment of five new CAC members by the Board of Directors on April 20, rounding out a full membership of twelve, the Committee can now look at it's organizational structure, possibly appoint a new Chair and Vice Chair and establish terms for those positions. STAFF RECOMMENDATION: That the Committee consider appointing new leadership and explore and evaluate the Committee's current methods of operation, number of meetings, times, utilization of staff, etc. ITEM NO. 3.2 AGENDA REPORT Meeting Date: June 27, 2011 To: Citizens Advisory Committee Presented By: Damon Micalizzi, Public Information Officer Prepared By: Damon Micalizzi, Public Information Officer Subject: Committee's Mission Statement and Purpose SUMMARY: Over the course of the last two Committee meetings the group has discussed creating an official Committee Mission Statement and Purpose. At these meetings and through correspondence with staff via e-mail, some Committee members have attempted drafts. At this meeting, the Committee will collaborate to finalize it's Mission Statement and Purpose. STAFF RECOMMENDATION: That the Committee discuss and finalize a written mission statement. PRIOR RELEVANT BOARD ACTION(S): Staff presented the Committee with the following background materials from the District's newly adopted Strategic Plan. • Mission Statement: Yorba Linda Water District will provide reliable, high quality water and sewer services in an environmentally responsible manner, while maintaining an economical cost and unparalleled customer service to our community. • Vision Statement: Yorba Linda Water District will become the leading, innovative and efficient source for high quality reliable services. Core Values: Integrity, Accountability, Responsibility, Transparency, Teamwork The CAC Purpose as previously defined by the Board and staff: The Citizens Advisory Committee was formed by the Board of Directors to provide community input on various matters concerning the District. It is the Committee's charge to provide valuable community perspective through the input of ideas, the review of draft and completed works, by providing feedback to staff and to the Board of Directors and by building community support for plans, projects and District initiatives.
