PUBLIC COMMENTS Any individual wishing to address the committee is requested to identify themselves and state the matter on which they wish to comment. If the matter is on this agenda, the committee Chair will recognize the individual for their comment when the item is considered. No action will be taken on matters not listed on this agenda. Comments are limited to matters of public interest and matters within the jurisdiction of the Water District. Comments are limited to five minutes. 2. DISCUSSION ITEMS This portion of the agenda is for matters such as technical presentations, drafts of proposed policies, or similar items for which staff is seeking the advice and counsel of the Committee members. The next meeting of the Executive-Administrative-Organizational Committee will be held October 18, 2011 at 11:00 a.m. Items Distributed to the Committee Less Than 72 Hours Prior to the Meeting Pursuant to Government Code section 54957.5, non-exempt public records that relate to open session agenda items and are distributed to a majority of the Committee less than seventy-two (72) hours prior to the meeting will be available for public inspection in the lobby of the District's business office located at 1717 E. ITEM NO. 2.1 AGENDA REPORT Meeting Date: October 6, 2011 To: Executive-Administrative- Organizational Committee From: Ken Vecchiarelli, General Manager Presented By: Damon Micalizzi, Public Information Officer Prepared By: Damon Micalizzi, Public Information Officer Subject: Discontinuation of Elk Mountain Reservoir Practice Field Project SUMMARY: Seventeen years ago, the YLWD Board adopted a Resolution to provide joint use of District Assets where appropriate, for recreational purposes. In 2005, YLWD obtained funds from a developer (SWEPI) for the sole purpose of providing joint use improvements to the Elk Mountain Reservoir Site. Over the past year, the District started exploring in earnest joint use possibilities for the Elk Mountain Site. After learning of the need for additional practice field space in Yorba Linda, the District considered furnishing the Elk Mountain site with synthetic turf and looked into partnerships with local sports groups to utilize the site. In the interest of transparency and attentive to the residents living closest to the site, the District invited neighbors living within a quarter mile radius of the reservoir to an informal gathering at the site very early in the process to inform them of the proposed project and to answer preliminary questions. Subsequently, the District hosted a workshop in August where again, those residents were invited to learn more about the proposed project, express their concerns and collaborate about some issues that were specific to the site. A second workshop was originally scheduled for October 6, 2011. However, as the District continued its due diligence, legal counsel uncovered information regarding the funds originally allocated for the project from the developer. This information precludes the District from pursuing practice fields at the Elk Mountain location. As a result, the October 6th workshop was canceled and a smaller group has been invited to attend a special meeting of the Executive Administrative Organizational Committee to explain the District's findings and to explore other alternatives moving forward. In addition, the District is still committed to exploring dual use of YLWD facilities for the betterment of the Community. To that point, staff initiated contact with Orange County Fire Authority to look at the possibility of certain District sites doubling as helipads for OCFA helicopters to utilize for water drops during wildfires. Staff is also exploring potential practice fields at other District sites, excluding the Elk Mountain site.
