HomeMy WebLinkAbout2012-05-22 - YLWD-MWDOC-OCWD Joint Agency Committee Meeting Minutes MINUTES OF THE YORBA LINDA WATER DISTRICT JOINT COMMITTEE MEETING WITH MWDOC AND OCWD May 22, 2012 A meeting of the YLWD/MWDOC/OCWD Joint Agency Committee was called to order at 4:00 p.m. The meeting was held at the District's Administrative Office at 1717 East Miraloma Avenue, Placentia CA 92870. YLWD COMMITTEE MEMBERS YLWD STAFF Director Phil Hawkins Ken Vecchiarelli, General Manager Director Michael J. Beverage MWDOC COMMITTEE MEMBERS MWDOC STAFF Director Brett Barbre Kevin Hunt, General Manager OCWD COMMITTEE MEMBERS OCWD STAFF Director Roger Yoh Mike Markus, General Manager 1. PUBLIC COMMENTS None. 2. DISCUSSION ITEMS 2.1. OC Grand Jury Report and Response Mr. Hunt reported that MWDOC staff is organizing a workgroup of representatives from interested member agencies to discuss and collaborate responses to the OC Grand Jury Report "Let There be Light: Dragging Special Districts from the Shadows." The Committee briefly discussed that the assumptions, findings and recommendations are strongly biased against special districts with no new information or findings. 2.2. SDCWA/MET Lawsuit and Public Outreach Efforts The Committee discussed the magnitude of the costs associated with the legal battle between Metropolitan and its member agency, the San Diego County Water Authority. Mr. Hunt shared some of the findings and costs associated with SDCWA's alternative water sources. 2.3. OCWD Replenishment Assessment and Basin Production Percentage Budget Mr. Markus reported the OCWD Board adopted a Replenishment Assessment increase from $254 to $267 per acre foot with an associated increase in the BPP from 65% to 68%. Even with the increase in the RA, the subsequent increase in the BPP provides groundwater producers to lower their overall cost since they will need to purchase less import water at the higher Met prices. 1 2.4. OCWD Groundwater Replenishment System Initial Expansion Mr. Markus shared that construction on the expansion of the treatment plant has commenced. The $114M project is a plant capacity expansion from 70 million gallons per day (MGD) to 100 MGD and is being financed by OCWD through reserves and a $1M grant through the Prop. 84 Integrated Water Resources Management Program (IWRMP). 2.5. YLWD Annexation to OCWD Mr. Markus reiterated that the final basin modeling is underway in support of the draft Programmatic Environmental Impact Report (PEIR), which should be available for distribution in a few months. 2.6. YLWD/OCWD Well 21 Site Lease Agreement Director Yoh reported the OCWD Board authorized staff to proceed with terms and negotiations for a well lease on OCWD property along the Warner Basin perimeter access road. The latest proposed site change was agreed to be more favorable and less intrusive to existing uses and to other potential land uses in the future. Mr. Vecchiarelli reported staff is preparing draft terms for OCWD's consideration to begin the discussions and negotiations. 2.7. Future Agenda Items and Staff Tasks None. 3. ADJOURNMENT 3.1.
