MINUTES OF THE
YORBA LINDA WATER DISTRICT
BOARD OF DIRECTORS SPECIAL MEETING
April 15, 2004
2:00 P.M.
The April 15, 2004 special meeting of the Yorba Linda Water District Board of Directors was
called to order by President William R. Mills at 2:00 p.m. The meeting was held at the Richfield
Plant, 913 S. Richfield Road, Placentia.
Directors Present at Roll Call
William R. Mills, President
Michael J. Beverage, Vice President
Paul R. Armstrong
Arthur C. Korn
John W. Summerfield
Staff Present:
Michael A. Payne, General Manager
Ken Vecchiarelli, Assistant General Manager
Lee Cory, Operations Manager
Leon De Los Reyes, Water Quality Engineer
John DeCriscio, Water Quality Technician
Visitors present: Al Keller, City of Placentia resident
Richard & Diane Faher and children Kathleen and Laurel
DISCUSSION ITEMS
1. Board of Directors Facilities Tour
a. Michael A. Payne, General Manager introduced the visitors. The members of the
Board of Directors inspected and discussed improvements at:
1) The Richfield Plant:
- New Water Quality van
- New Sodium Hypochlorite Generator
- Well No. 18 improvements
2) The Downtown Yorba Linda Redevelopment Area:
- Highland Reservoir
- Highland Avenue to Bastanchury Road - Pressure Zone 2 pipeline alignment
3) The Vista Del Verde Development:
- Village 3
- Bastanchury Booster Station improvements
4) The Pulte Development:
- Paso Fino Booster Station
- Quarter Horse Reservoir
5) Additionally, the tour passed by the desilting basin off Lakeview Avenue on the
return trip to the Richfield Plant.
No action by the Board of Directors was required.

ADJOURNMENT
The Board of Directors voted 5-0 to adjourn at 4:25 p.m.
The next regular meeting of the Board is scheduled for Thursday, April 22, 2004 at 8:30 a.m., at
the District Headquarters.
