L7 AGENDA REPORT DATE: May 28, 1998 TO: President and Members of the Board FROM: Planning- Engineering- Operations Committee SUBJECT: Summary Minutes of the Planning- Engineering- Operations Committee Meeting The Planning- Engineering- Operations Committee held a meeting on May 12, 1998. Present were Directors Arthur Korn, Sterling Fox and staff members Michael Payne, Lee Cory, Chuck Gray, and Ken Vecchiarelli. The following items were discussed by the committee. 1. Well Water Distribution Study. Michael Payne, Assistant General Manager, presented a staff report on methods to achieve the goal of producing 75 percent of the District's water demands from ground water sources. Items discussed were Orange County Water District's method of calculating ground water percentages for land within their boundary verses the District's over all water requirements, cost differentials between ground water and import water, and the impact of annexation fees on the economics of expanded use of ground water. An agenda report considering this issue will be presented to the Board at a future date. 2. 36 Inch Richfield Road Pipeline. Chuck Gray, Engineering Manager, presented a staff report on the status of the 36 inch Richfield Road pipeline project. Items discussed were the status of the plans and specifications, coordination of pipeline construction with City of Placentia street improvements at the rail road crossing, and the need for this pipeline as a replacement for the District's aging 26 inch pipeline. An agenda report considering this issue will be presented to the Board at a future date. 3. Expanded Sewer Inspection Services. Michael Payne, Assistant General Manager, presented a staff report on expanded sewer inspection services. Staff discussed methods to identify sewer connections that require backwater valves to prevent sewage problems due to inadequate elevation differences between the property served and the up- stream manhole. The requirement of backwater valves is within the Building Code of the city having jurisdiction. Proactive methods to assist the District's customers with complying with this building code issue were reviewed. Staff will keep the committee advised with the progress of this issue. 4. Via Lomas De Yorba West Pipeline Failure. Chuck Gray, Engineering Manager, presented a staff report on the Via Lomas De Yorba pipeline failure. District forces repaired a crack in the body of the pipe that was located between joints. Due to the nature of the crack, staff requested a geological review of the street and slope to determine if hill slippage was the cause of the pipeline failure. The letter report provided by Kleinfelder, Inc. indicates that soil slippage is the cause of the pipeline failure. Staff has communicated this information to the City of Yorba Linda. In addition, staff has isolated this pipeline to prevent further damage should there be additional earth movement. Staff will keep the committee advised as the situation evolves.
