AGENDA REPORT DATE: January 14, 1999 TO: President and Members of the Board FROM: Planning- Engineering- Operations Committee SUBJECT: Summary Minutes of the Planning- Engineering- Operations Committee Meeting The Planning- Engineering- Operations Committee held a meeting on January 5, 1999. Present were Directors Paul Armstrong, Brett Barbre and staff members William Robertson, Michael Payne, Chuck Gray, Ken Vecchiarelli,. and Lee Cory. The committee discussed the following items. 1. Five Year Plan. Michael Payne, Assistant General Manager, presented a staff report on the District's Five Year Plan. Items discussed were the organization and content of the Five Year Plan and the schedule for this years update of the plan. This matter will be reviewed by the Finance and Planning- Engineering- Operations Committees and will be presented to the Board of Directors in May, 1999. 2. Chlorinator Project. Ken Vecchiarelli, Assistant Engineering Manager, presented a staff report on public bid results for construction of the District's chlorinator replacement project. Items discussed were the construction bids, additional construction management and inspection costs, material testing requirements, and the estimated construction budget. An agenda considering this matter is presented for action by the Board of Directors within this agenda package. 3. Yorba Linda Heights Development. Chuck Gray, Engineering Manager, presented a staff report on the status of the Yorba Linda Heights development project. This land was formerly owned by Brighton Homes and is located north of the NOCCCD property. Pulte Development Company now owns the property and development plans are being processed through the City of Yorba Linda. Items discussed were the water and sewer master plan, preannexation agreement requirements, and the timing of the project. In addition, the coordination of this project with the S &S and NOCCCD properties was reviewed. Staff will keep the committee advised of the progress of this project. 4. Sewer Connection Status. Chuck Gray, Engineering Manager, presented a staff report on the status of sewer connections within the District. Items discussed were the number of customers not connected to the District's sewer system and methods to facilitate their connection. In addition, public agency fees, construction costs, cooperative efforts, and financing options were reviewed. A method to communicate various sewer connection options to the District's customers was reviewed. This matter was referred to the Public Information Committee. 5. Other. No additional items were discussed.
