SUBJECT: Summary Minutes of the Planning- Engineering- Operations Committee Meeting
The Planning- Engineering- Operations Committee held a meeting on April 5, 2000. Present were
Directors Paul Armstrong and Brett Barbre, General Manager Bill Robertson, Engineering
Manager Ken Vecchiarelli and City Engineer Roy Stephenson. The committee discussed the
following items.
1. Facility Finance Design and Construction Agreements — Shell Property Development. Mr.
Vecchiarelli reported that staff drafted specific agreements for backbone water and sewer
infrastructure for review and execution by the Shell -Toll Brothers Vista Del Verde
Partnership. The agreements address bonding and insurance requirements and the specifics of
reimbursement issues where applicable.
2. Raw Water Rate. Mr. Stephenson arrived and participated in a discussion regarding the
District's rate for untreated water.
3. Pulte Property Development. Mr. Vecchiarelli reported on activity by Pulte Homes
Corporation on their property west of Fairmont Boulevard and east of the Shell Property.
Pulte recently cleared and grubbed the property and distributed a draft EIR on the proposed
improvements north of the future extension of Bastanchury Road. Staff is currently reviewing
the draft EIR and will forward District comments for consideration.
4. Other. Director Armstrong suggested staff schedule a Board of Directors Tour in the near
future.
