SUBJECT: Summary Minutes of the Orange County Water District Ad Hoc Committee
Meeting
The Orange County Water District Ad Hoc Committee meeting was called to order at 4:00 p.m.
on July 27, 1999. Present were Arthur C. Korn, Brett Barbre and William Robertson. The
OCWD representatives were Director Larry Kraemer and General Manager William Mills.
Staff and Committee members discussed the OCWD's proposal to modify the current
Annexation agreement to add a term and condition to exclude new wells from a specific area in
the basin. The Committee felt a better option is to consider changing OCWD's Act than to
exclude new wells rather than include new terms and conditions in the Annexation agreement.
The Committee would rather change the Annexation Agreements to remove the section
pertaining to property tax collections than add another section. In addition, the group discussed
OCWD taking over the lead agency status for CEQA documentation.
