SUBJECT: Summary Minutes of the Orange County Water District Ad Hoc Committee
Meeting
The Orange County Water District Ad Hoc Committee meeting was called to order at 3:30 p.m.
on July 20, 1998. Present were Arthur C. Korn, Carl Scanlin, William Robertson, Mike Payne
and Janet Morningstar, representing YLWD; Larry Kraemer and Bill Mills representing the
OCWD; and, George Bayse, Jim Boyd and Susan Tragar representing Shell /Toll.
1. Status of Shell/OCWD annexation. Director Korn declared a conflict of interest and
departed the room during discussion of this matter. There was a lengthy discussion on the status
of the annexation. Representatives from OCWD advised that they would take the annexation to
the OCWD Board on September 2. George Bayse, Jim Boyd and Susan Tragar departed at this
point in the meeting.
Director Korn returned to the meeting.
2. Status of OCWD Annexation Policy. There was a lengthy discussion about the OCWD
Master Plan, and ongoing annexation policy discussions. No action by the Committee.
