CALL TO ORDER The September 23, 2014 meeting of the Yorba Linda Water District's Joint Agency Committee with MWDOC and OCWD was called to order at 4:00 p.m. The meeting was held in the Admin Conference Room at the District's Administration Building located at 1717 East Miraloma Avenue in Placentia, California 92870. 2. ROLL CALL YLWD COMMITTEE MEMBERS Director Robert R. Kiley Director Michael J. Beverage MWDOC COMMITTEE MEMBER Director Brett Barbre OCWD COMMITTEE MEMBER Director Roger Yoh 3. PUBLIC COMMENTS None. 4. DISCUSSION ITEMS YLWD STAFF Marc Marcantonio, General Manager Steve Conklin, Engineering Manager MWDOC STAFF Rob Hunter, General Manager OCWD STAFF Mike Markus, General Manager 4.1. Introduction of Marc Marcantonio, General Manager for YLWD Mr. Marcantonio provided a brief introduction of himself and his career leading up to joining YLWD. 4.2. Status of State Water Resources Control Board's Drought Response Mandate Mr. Hunter reported that there has been no new information provided by the State Board regarding reporting requirements or the status of the program to date. 4.3. MWDOC Member Agencies Response to Drought and Turf Replacement Rebate Program Mr. Hunter reported that applications for MWD's turf replacement program were averaging 40 applications per month in January and are now over 400 per month, with the rollout of formal water cutbacks just beginning. Mr. Conklin indicated that YLWD has had 61 applications for the program, with anticipated turf removal of over 50,000 sq. ft. 1 4.4. MWD Water Supply Conditions and Outlook Mr. Barbre and Mr. Hunter reported that MWD supply outlook remains bleak. Mr. Conklin noted the news report on Sep 22 from MWD GM Jeff Kightlinger that MWD has gone through two - thirds of its storage in three years, and at the current rate of use, the billions of gallons of remaining reserves could be exhausted in 18 months. Mr. Hunter commented that this information is not new, but the gravity of the public statement is what is new. 4.5. MWD Allocation Process and Conjunctive Use Program Outlook Mr. Hunter reported that MWD staff is currently establishing the baseline conditions for the potential allocation process and when it might be initiated. 4.6. Status of Selection of MWDOC's MWD Director Mr. Barbre noted that the process is nearing completion with a vote by the MWDOC Board in the near future. 4.7. Status of MWDOC's OC Water Reliability Investigation Mr. Hunter reported that there have been meetings with the proposed consultant, CDM Smith, and with the MWDOC member agencies to discuss scope items and other issues. He anticipates that this will go to the MWDOC Board for consideration of award in October. 4.8. OCWD Groundwater Basin Condition and Outlook Mr. Markus reported that the groundwater basin is currently at an overdraft of approximately 342,000 AF. OCWD is working to counter the overdraft by continuing purchase of MWD Full- Service Untreated water. He noted that if the weather conditions continue with no significant rain in the fall or early winter, OCWD's Board may take action and reduce the 72% BPP to 70% or less. 4.9. Status of OCWD North and South Basin Cleanup Projects Mr. Markus indicated that there is little new information to report. The North Basin Project is about 4- months into the NCP Process and proposals have been received by OCWD for consulting services for compliance with the NCP for the South Basin Project. 4.10. Huntington Beach Desalination Project and Status of Financial Analysis Mr. Markus reported that the draft Financial Analysis was received a few days ago. It will be provided to the OCWD Board as an Information Item at the October 1 Board meeting. The draft Analysis will be included in the Board packet posted on September 26, at which time it will be available for downloading and review by all interested parties. 2 4.11. Water Bond and the Bay -Delta Conservation Plan Messrs. Hunter and Markus each noted that their boards took action in support of the Water Bond on the November ballot. 4.12. YLWD Well Projects and Proposal for Dual -Use Mr. Conklin reported that work is proceeding on its Well 21 Project, located on OCWD property near Conrock Basin. The draft Mitigated Negative Declaration is being prepared for circulation and the Preliminary Design Report is being completed. He noted that there are initial discussions with OCWD staff about including a turnout from the well discharge pipeline to supply water to OCWD for landscape irrigation at Warner Basin and for the filling of water trucks. Mr. Conklin also indicated that YLWD's request for a well site adjacent to Fee Ana Street and Huckleberry Basin is being considered for conceptual approval by OCWD's Property Management Committee on September 26. 4.13. Future Agenda Items None. 5. ADJOURNMENT 5.1. The meeting was adjourned at 5:40 p.m. The next YLWD /MWDOC /OCWD Joint Agency Committee meeting is scheduled to be held Tuesday, November 25, 2014 at 4:00 p.m. 3
