PUBLIC FINANCING CORPORATION
BOARD OF DIRECTORS ANNUAL MEETING
December 23, 2003
9:39 A.M.
The December 23, 2003 meeting of the Yorba Linda Water District Public Financing
Corporation Board of Directors was called to order by President William R. Mills at 9:39
a.m. The meeting was held at the Richfield Plant, 913 South Richfield Road, Placentia.

Paul R. Armstrong
Arthur C. Korn
John W. Summerfield
Staff Present:
Michael A. Payne, Secretary
Arthur G. Kidman, District General Counsel
Beverly Meza, Auditor
Michael Robinson, Assistant Administrator
CONSENT CALENDAR
On a motion by Vice President Beverage, seconded by Director Armstrong, the Board of
Directors voted 5-0 to approve the Consent Calendar.
Approve minutes of meeting December 11, 2003.
ACTION CALENDAR
2. Consider Resolution 03-22 PFC adopting a Conflict of Interest Policy for the Yorba
Linda Water District Public Financing Corporation. Michael A. Payne, General
Manager presented the report. General Counsel Kidman answered questions
regarding the Resolution and Attachment. Director Armstrong requested that the
Public Financing Corporation have its own Resolution number system. The Board
concurred. This Resolution has been changed to PFC-03-04.
On a motion by Vice President Beverage, seconded by President Mills, the Board of
Directors voted 5-0 on a Roll Call Vote, with President Mills, Vice President
Beverage, Directors Armstrong, Korn and Summerfield voting Yes, to adopt
Resolution PFC-03-04 adopting a Conflict of Interest Policy for the Yorba Linda
Water District Public Financing Corporation.
BOARD MEMBER COMMENTS/ITEMS FOR FUTURE CONSIDERATION
There were no Board Member comments.
ADJOURNMENT
President Mills declared the Board of Directors meeting adjourned at 9:48 a.m.
The next regular meeting of the Board of Directors of the Public Financing Corporation is
scheduled for Thurs ecember 9, 2004 at 8:30 a.m., at the District Headquarters.
