YORBA LINDA WATER DISTRICT
BOARD OF DIRECTORS SPECIAL MEETING
November 20, 2003
8:30 A.M.
913 South Richfield Road, Placentia, CA 92870
The November 20, 2003 special meeting of the Yorba Linda Water District Board of Directors
was called to order by President John W. Summerfield at 8:30 a.m. The meeting was held at The
Richfield Plant, 913 South Richfield Road, Placentia, CA 92870.

Lee Cory, Operations Manager
Michael Payne, Assistant General Manager
Michael Robinson, Assistant Administrator

Rick Walkemeyer, Chief Plant Operator
Leon de los Reyes, Water Quality Engineer
Visitors present: Carollo Engineers: Brian J. Powell, Ash K. Wason, Karen Hermack
The Board of Directors went into Closed Session at 8:31 a.m.
Director Armstrong and Hank Samaripa, Project Engineer, entered the meeting at 8:37 a.m.
CLOSED SESSION
1. Discussion of security related issues, (Threat to Public Services or Facilities, Government
Code Section 54957), consultation with Carollo Engineers.
The Board of Directors came out of Closed Session at 9:40 a.m. On a motion by Director
Armstrong, seconded by Director Beverage, the Board of Directors voted 3-1, with Director
Korn voting No, to receive and file the Security Vulnerability Assessment and instructed the
General Manager to file the appropriate documents with the EPA.
On a motion by Director Armstrong, seconded by Director Beverage, the Board of Directors
voted 4-0 to adjourn at 9:41 a.m.
ADJOURNMENT
The next regular meeting of the Board is scheduled for Tuesday, November 25, 2003 at 8:30 a.m., at the District Headquarters.
Agendas for all Board of Director meetings are posted at least 72 hours prior to the meeting on a bulletin board outside the
District Headquarters, 4622 Plumosa Drive, Yorba Linda. A complete agenda packet is available for public inspection during
business hours at the District Headquarters and the Yorba Linda Public Library.
