PUBLIC COMMENTS Any individual wishing to address the committee is requested to identify themselves and state the matter on which they wish to comment. If the matter is on this agenda, the committee Chair will recognize the individual for their comment when the item is considered. No action will be taken on matters not listed on this agenda. Comments are limited to matters of public interest and matters within the jurisdiction of the Water District. Comments are limited to three minutes. 5. ACTION CALENDAR This portion of the agenda is for items where staff presentations and committee discussions are needed prior to formal committee action. 5.1. Minutes of the YLWD/City of Yorba Linda Joint Agency Committee Meeting held May 19, 2015 Recommendation. That the Committee approve the minutes as presented. 6. DISCUSSION ITEMS This portion of the agenda is for matters such as technical presentations, drafts of proposed policies, or similar items for which staff is seeking the advice and counsel of the Committee members. Potential Future Agenda Items 7. ADJOURNMENT 7.1. The date and time of the next YLWD/City of Yorba Linda Joint Agency Committee meeting is yet to be determined. Minutes of the Yorba Linda Water District/City Council Joint Advisory Committee meeting held on April 28, 2015. The Yorba Linda Water District/City Council Joint Advisory Committee approved the minutes of the April 28, 2015 Joint Advisory meeting. DISCUSSION ITEMS 2. State Water Resources Control Board Regulatory Framework — Governor's Executive Order B-29-15 Yorba Linda Water District Public Information Officer Damon Micalizzi, provided an update to the committee on the status of the Governor's Executive order. Mr. Micalizzi said that despite repeated letters and testimony to the State Water Resources Board, the conservation mandate remained at 36%. He said that effective June 1, 2015 the District would be entering Stage 3 watering restrictions. Kay Dotson, resident, stated her concerns about achieving the state mandated 36% water reduction and said that she has already completed several improvements to her home over the years to conserve water and minimize her environmental impact. Alan Smith, Alan Smith Pools, provided information to the Committee from the California Pool and Spa Association and said that the pool industry provides thousands of jobs helping boost the economy. Mr. Smith said it was unfair to pick on an industry that uses less water than other types of commerce. Rosemarie Sauer, resident, objected to the large fines that everyone would suffer if state mandates were not met, and said that she has been a water conservationist for years. Those complying with the restrictions should not have to pay fines due to the actions of others who fail to conserve water. 3. Drought Response, Water Conservation, and Community Outreach/Education Efforts Public Works Director/City Engineer Michael Wolfe spoke about the report that would be presented at tonight's City Council meeting outlining the steps that the Public Works, Community Development and Parks and Recreation departments will be taking to work with the Yorba Linda Water District in meeting its goal of 36% water reduction requirement. Community Development Director Steve Harris spoke regarding the proposed urgency ordinance for a moratorium on issuing permits on residential pools and spas which will also be presented at tonight's City Council meeting. Alan Smith, Alan Smith Pools, spoke in opposition to the proposed urgency ordinance. YLWD/CC Board Minutes May 19,2015 Page 2 of 4 Kay Dotson, resident, spoke regarding the Landscape Maintenance Assessment District and other City maintained areas and said that the watering should be reduced equally. Paulette Byrne, resident, spoke on the Stage 3 watering restrictions and suggested that permits be required for replacing turf. Mr. Micalizzi announced that on June 3rd at 6:30 p.m. the Yorba Linda Water District, partnering with the Fullerton Arboretum, will be hosting a workshop to teach the public how to drought-proof their landscaping. He also said that on June 6th, from 10:00 a.m. - 2:00 p.m., the City of Anaheim would be hosting the "Save Water Expo" at the Arctic Station and all of the Orange County water agencies, including the Water District, would be participating. General Manager Marc Marcantonio, said that the District was struggling to deliver a 36% cut in water use. He expressed his frustration over the state mandates and said that he understood the concerns of the residents. Mr. Marcantonio stated that the District was trying to do all that it could to meet the 36% reduction and avoid hefty fines. He urged all of the residents to try to cut their outdoor irrigation by half in order to achieve that goal. 4. Cielo Vista and Esperanza Hills Development Projects City Manager Pulone updated the Committee on the Esperanza Hills development project and said that on March 10, 2015, the Orange County Board of Supervisors certified the EIR but postponed action on the project entitlements until June 2, 2015. He said that Supervisor Todd Spitzer requested input from the City of Yorba Linda prior to the Board's next meeting. Mr. Pulone said that the City Council has discussed the various issues and concerns that they would like the County to consider including access, safety issues and density, and that at tonight's Council meeting they hoped to refine those matters and put together a letter to deliver to the County prior to June 2, 2015. 5. Sharing of GIS Files Public Works Director/City Engineer Michael Wolfe said there was no update at this time. 6. Joint Agency Water Conservation Demonstration Project Public Works Director/City Engineer Wolfe reported on the status of the demonstration project located at Savi Ranch. He explained that the designs were provided by a local college and that the project would include California-friendly vegetation and some artificial turf. Mr. Wolfe said that the next step would be to complete the construction drawings and that he would continue to update the Committee. YLWD/CC Board Minutes May 19,2015 Page 2 of 4 Kay Dotson, resident, said that the Landscape Maintenance Citizen Advisory Committee had discussed the project and felt it should not be located in any underfunded zone but should be in a frequently travelled area. Judy Murray, resident, said that the City should have been working on this a long time ago and suggested that the best place to start would be on Yorba Linda Boulevard with mounded turf medians. Rosemarie Sauer, resident, commented that artificial turf is apparently made of different materials that have been found to cause cancer. 7. Potential Future Agenda Items The Committee discussed bringing back Item No. 2, State Water Resources Control Board Regulatory Framework— Governor's Executive Order B-29-15, No. 3, Drought Response, Water Conservation and Community Outreach/Education Efforts and No. 6, Joint Agency Water Conservation Demonstration Project. ADJOURNMENT City Manager Pulone adjourned the meeting at 11:30 a.m. to the next Yorba Linda Water Board/City Council Advisory Committee Joint meeting at 10:00 a.m. on Tuesday, June 23, 2015 at City Hall.
