MINUTES OF THE
YORBA LINDA WATER DISTRICT
BOARD OF DIRECTORS ADJOURNED REGULAR MEETING
June 28, 1999
The June 28, 1999, Adjourned Regular Meeting of the Yorba Linda Water District Board of Directors
was called to order by President Arthur C. Korn at 4:00 p.m. The meeting was held at District
Headquarters, 4622 Plumosa Drive, Yorba Linda.

BOARD OF DIRECTORS WORKSHOP WITH ORANGE COUNTY WATER DISTRICT
Item 2. Discussion of Dairy Waste Management and Protecting Orange County's Groundwater. William
Mills made a lengthy presentation on the dairy waste management issue in the Santa Ana Region of the
Regional Water Quality Control Board and discussed the necessity for Tentative Order No. 99-11.
Discussion.
On a motion by Director Armstrong, seconded by Director Beverage, the Board of Directors voted 3-1,
Barbre voted No, to authorize the President to sign a letter (as amended) in support of the adoption of
Tentative Order No. 99-11 for general waste discharge requirements for dairies in the Santa Ana Region
by the Regional Water Quality Control Board, and to send a District representative to the August 20,
Regional Water Quality Control Board hearing at the Loma Linda City Hall.
Item 1. Discussion of Annexation Issues. William Mills reported the Orange County Water District
Board of Directors will move forward with proposed annexations and that OCWD will probably act as
co-lead agency for the environmental processing.
