JOINT COMMITTEE MEETING WITH CITY OF PLACENTIA
Monday, June 22, 2015 2:00 P.M.

The June 22, 2015 meeting of the YLWD/City of Placentia Joint Agency Committee was
called to order at 2:08 p.m. The meeting was held in the Administrative Conference
Room located at 401 East Chapman Avenue, Placentia CA 92870.

Mr. Arrula introduced Golden State Water Company representative Angel Marquez, and
requested for Golden State Water Company to be included in all future meetings.
There was a consensus from all members to include Golden State Water Company in
all future meeting, and to include Golden State Water Company in the title of the
committee.
3. PUBLIC COMMENTS
Emil Beresky, resident of Placentia, expressed his concerns regarding the
current drought and requested for the water districts to use the term "water
shortage". He provided documentation to members of the committee.

Motion by Marcantonio, seconded by Melton to approve the April 7, 2015
minutes.

5. DISCUSSION ITEMS
5.1. Drought Response, Water Conservation/Drought Penalty
Ordinances, and Community Outreach Efforts
Mr. Arrula noted that in response to the current drought, the City had
stopped watering all medians, and have been keeping the community
informed by placing information signs in the medians, and through the City
Administrator's weekly briefing. Mr. Nicks noted that in effort to reduce
water usage the City has reviewed their outdoor irrigations, and areas for
turf replacements. Mr. Arrula noted that the City does not have resources
and authority to enforce water districts requirements under the governor's
order. Mr. Arrula noted that the City would be interested in working with
the water districts in training code enforcement officers. Mr. Marcantonio
noted that governor's declaration gives the Water Districts and Cities the
authority to administer civil penalties.
Mr. Marquez noted that Golden State Water has to reduce water usage by
25%, and residents are only able to water their lawns twice a week. Mr.
Marcantonio noted that YLWD has to reduce water usage by 36%, and
residents are only able to water their lawns twice a week. Mr. Arrula
requested for YLWD and GSW to work together on creating a PowerPoint
Presentation to present at the July 7, 2015 Placentia City Council, and to
include the following information: the Governors Mandate, City Map,
Requirements, Grants and Rebates, and Next Steps.
5.2. Vehicle and Equipment Sharing
Mr. Cardenas noted the City has provided an up to date list of vehicles to
YLWD. Mr. Arrula noted that he will working with the North Orange County
Managers Association on expanding the vehicle and equipment sharing
with other agencies.
Councilmember Green left at 3:03 p.m.
5.3. Status of City of Placentia Master Sewer Plan and Sewer Services
Mr. Arrula noted that their Public Works Manger had left the agency, and
the City is currently recruiting for the position. Once the position is filled,
they will be focusing on the Sewer Master Plan.
5.4. Project Coordination for Planned Street and Pipeline Projects in FY
2015/16
Mr. Arrula noted that the City is currently working on creating a layer in
their GIS system to show streets that are scheduled to be repaired. He
requested for City Staff to work with GSW and YLWD to create a water
layer in the GIS system. Mr. Conklin noted that he has been working with
the City Traffic Engineer regarding Richfield Road pipeline project, and the
project would go out to bid in a month.

5.5. Items for Next Agenda
Mr. Arrula requested to continue the discussion of item 5.1 ., Drought
Response, Water Conservation/Drought Penalty Ordinances, and
Community Outreach Efforts, and for the discussion of Enforcement of
Governor's Mandate on Water Use Restrictions.
6. ADJOURNMENT
6.1. The meeting was adjourned at 3:14 p.m. The next YLWD/GSW/City of
Placentia Joint Agency Committee meeting will Monday, July 27, 2015 at
2:00 p.m. at the Golden State Water located at 500 Cameron Street,
Placentia, CA 92870.
