A meeting of the Planning-Engineering-Operations Committee was called to order by
Committee Chairman Paul Armstrong at 4:10 p.m. The meeting was held at the District
Headquarters, 4622 Plumosa Drive, Yorba Linda.

ACTION ITEMS
1. 2005 Water Master Plan Update. The Committee discussed the final draft of the 2005
Domestic Water System Master Plan prepared by Carollo Engineers. The Committee
recommended providing the Executive Summary Chapter to the full board for their
review and consideration in accepting the plan. Mr. Moorhead left the meeting at 4:30
p.m.
2. Proposed Upgrades to the District's Telephone System. Mr. Payne pulled this item for
further consideration and action at a later date. Still under consideration is whether the
U.S. General Services Administration (GSA) purchasing program will allow the District
to get the best pricing for the equipment and labor required to install the system
upgrades. Mr. Payne left the meeting following this discussion.
STANDING ITEMS
3. Bastanchury Booster Station and Reservoir site plan. Mr. Vecchiarelli reported on the
status of the engineering investigations and geotechnical studies for the proposed
project. He also reported that Toll Brothers was seeking additional lot releases in
Village 3, while Parsons Engineering completes the site optimization and rough grading
plan. Staff will prepare a report for the Board's consideration on this matter later in
June. Mr. Frame left the meeting following this discussion.
INFORMATION ITEMS
4. In-lieu Production Report. Mr. Vecchiarelli presented a summary chart identifying the
groundwater, import and in-lieu production for May 2005 and year to date totals.
