MINUTES OF THE MUNICIPAL WATER DISTRICT OF ORANGE COUNTY AD HOC COMMITTEE MEETING October 31, 2006 A meeting of the Municipal Water District of Orange County Ad Hoc Committee was called to order by Chair Paul R. Armstrong at 4:12 p.m. The meeting was held at the District Headquarters, 4622 Plumosa Drive, Yorba Linda. DIRECTORS PRESENT: Director Paul R. Armstrong, Chairman Director Michael J. Beverage STAFF PRESENT: Michael A. Payne, General Manager Ken Vecchiarelli, Asst. General Manager MWDOC DIRECTORS PRESENT: Brett Barbre MWDOC STAFF PRESENT: Kevin Hunt, General Manager INTRODUCTION OF VISITORS AND PUBLIC COMMENTS: There were no visitors. DISCUSSION The following items were discussed at the meeting: Met's conservation rebate program. Michael Payne reported on discussion YLWD is having with PUSD and their proposed High School regarding implementing water conservation measures. Mr. Payne reported the school is seriously considering installing artificial turf, smart controllers, waterless urinals and xeri-scape. The committee discussed possible financial contribution from other agencies such as Met, MWDOC, OCSD, and OCWD. Kevin Hunt stated that he would arrange a meeting with these agencies to discuss possible rebates or grants to help out the school district. 2. New Met Chairman and implications for Orange County. Kevin Hunt reported that Met selected Timothy Brick as the new Chairman. Mr. Barbre and Mr. Hunt reviewed his background with the committee. 3. MWDOC representative to Met's Board. Brett Barbre reported that OCWD Director resigned as MWDOC's rep to MWD effective November 1, 2006. Mr. Barbre reported on the replacement process where MWDOC would select a new representative. 4. MWDOC LAFCO Municipal Services Review and Member Agency Ad Hoc Committee status. Kevin Hunt reported on the process MWDOC is going through to address LAFCO's Municipal Service Review. There have been several meetings with the member agencies and that there is positive feedback. There are additional meetings planned. 5. MWDOC Capacity Charge allocations for calendar year 2007. Kevin Hunt reported on MWDOC's capacity charge proposed for 2007. 6. Possible changes to Met's Local Resources Program (LRP) Kevin Hunt there was nothing new to report. ADJOURNMENT The committee adjourned at 5:28 p.m. The next YLWD-MWDOC Ad Hoc Committee is scheduled for December 19, at 4:00 p.m.
