Summary Minutes of the Municipal Water District of Orange County Ad Hoc
Committee Meeting
The Municipal Water District of Orange (MWDOC) County Ad Hoc Committee held a meeting
on August 5, 2002. Present were Mark Abramowitz, Arthur C. Korn and William Robertson.
Brett Barbre and Stan Sprague represented MWDOC.
The Committee discussed the following issues:
1. MWD representation. There was a discussion about needing Met directors would act
uniformly in Orange Counties best interest.
2. MWDOC rates. Mr. Sprague discussed actions to avoid MWDOC's proposed rate increases.
Items included reducing operating expenses, fewer employees than planned, reviewing
MWDOC policy on cash reserves, and smoothing rate changes.
3. Colorado River supply. Mr. Sprague reported lie expects Colorado River water to increase in
cost by three percent to five percent per year for next few years.
4. OCWD. Mr. Sprague reported OCWD is considering changing the Basin Production
Percentage to 65%. Reducing groundwater increases import water demands, which has
ramifications on MWDOC costs for the next several years.
