SUBJECT: Summary Minutes of the Municipal Water District of Orange County Ad Hoc
Committee Meeting
The Municipal Water District of Orange (MWDOC) County Ad Hoc Committee held a meeting
on January 27, 2003. Present were John Summerfield, Arthur C. Korn and William Robertson
representing the District; and Brett Barbre and Stan Sprague represented MWDOC.
The Committee discussed the following issues:
1. Toilet Exchange Program. There was a lengthy discussion about such recent problems with
the toilet program as inadequate advance notification and another agency "sponsoring" a
program in our jurisdiction. Mr. Sprague agreed there were some issues MWDOC needed to
review with their contractor. There was a consensus that six weeks advance notice is the
minimum time required for the District to provide advance notification to its customers.
2. School program. Mr. Robertson reported the District continues to receive notice after
MWDOC has visited schools in the area. Mr. Sprague will look into the matter.
3. Metropolitan Water District issues. There was a lengthy discussion about Metropolitan's
recent comment of adequate water for 20 years in spite of no agreement with the Imperial
Irrigation District. Mr. Sprague presented a lengthy and informative report on how
Metropolitan determines this value, and that this background information did not make it into
press report. In addition, Mr. Sprague reported there is a dinner meeting on February 12,
where Metropolitan Water District CEO Ron Gastelum will talk about this matter.
