SUBJECT: Summary Minutes of the Orange County Water District Ad Hoc Committee
Meeting
The Orange County Water District Ad Hoc Committee held a meeting on February 3, 2003.
Present were John Summerfield, Michael Beverage, William Robertson, OCWD Director Larry
Kraemer, General Manager Virginia Grebbien and Assistant General Manager John Kennedy.
The Committee discussed:
Groundwater conditions, Basin Production Percentage and In-Lieu Storage Program.
Although listed as three separate items on the Committee's agenda they were taken as one
during the meeting. Ms Grebbien reported on the current basin activities. The in-lieu program
from November through January 20, was moderately successful but a dry December and
January nearly offset an equal amount of water the in-lieu program put in to the ground. The
net increase in groundwater supplies was only a few thousand acre feet - much lower than
anticipated. OCWD's proposal to reduce the Basin Production Percentage to 66% is still on
the table. Only a very wet February and March may change that recommendation. In addition,
the Committee discussed cleaning operations.
2. Huntington Beach Litigation. Ms. Grebbien updated the Committee on recent meetings
between OCWD staff and all the parties involved in the litigation. The OCWD Board
scheduled an orientation workshop to discuss annexations for Thursday afternoon, February
6.
