SUBJECT: Summary Minutes of the Orange County Water District Ad Hoc Committee
Meeting
The Orange County Water District Ad Hoc Committee held a meeting on September 15, 2003.
Present were John Summerfield, Michael Beverage, William Robertson, OCWD Director Larry
Kraemer, General Manager Virginia Grebien, Assistant General Manager John Kennedy and
Assistant General Manager Craig Miller.
The Committee discussed:
Metropolitan Water District Long Term Storage Program. OCWD representatives reviewed
the program policies. There was a lengthy discussion about the District's major issues to
resolve the energy costs and take initial deliveries in-lieu instead of directly putting the water
in the basin. Metropolitan continues to balk at the District's energy costs, which are greater
than all other agencies participating in the program. Mr. Kennedy said more meetings are
planned with Metropolitan to review this matter.
2. Annexation. OCWD representatives reviewed the annexation issues. Ms. Grebien indicated
the process is now moving forward rather smoothly, albeit slowly. She views the biggest
issue that could delay the entire process is the price for mitigation measures and who will pay
for them.
