SUBJECT: Summary Minutes of the OCWD ADHOC meeting
The Orange County Water District (OCWD) ADHOC Committee held a meeting on March 15,
2004. Present were OCWD Assistant General Manager John Kennedy, YLWD Directors
William R. Mills and Michael J. Beverage, and staff member Michael A. Payne. OCWD Board
member Larry Kraemer and General Manager Virginia Grebbien could not attend. The following
items were discussed:
OCWD Rates: John Kennedy summarized the different aspects of the proposed OCWD
Budget and the Replenishment Assessment (RA) rates proposed by OCWD staff. The
Committee asked questions about the budget and RA.
2. Annexation to OCWD: The Committee discussed various issues regarding the
annexation of lands into the OCWD boundaries. The terms of an existing recorded
agreement were briefly discussed. A letter regarding water rights issues was also
provided to the OCWD staff.
Well No. 10 Financing. The Committee discussed paying off the loan with OCWD on
the Well No. 10 construction. Due to the current interest rates, this would provide a
savings to the District. John Kennedy stated he would provide the necessary information
to District staff.
4. Consumer Confidence Reports: Michael Payne reported the District is drafting a letter to
other water agencies and legislators requesting support in eliminating the requirement to
mail consumer confidence reports to all customers. The District believes posting the
water quality results on the web site, at the District office, and at the Public Library would
accomplish the same results and save water agencies and consumers thousands of dollars.
