NOV 2 3 ITEM NO. ~D MINUTES OF THE YORBA LINDA WATER DISTRICT- ORANGE COUNTY WATE~DISTRICT AD HOC COMMITTEE November 15, 2004 A meeting of the Yorba Linda Water District-Orange County Water District Ad Hoc Committee was called to order by Committee Acting Chair Michael Beverage at 4;00 p.m. The meeting was held at the District Headquarters, 4622 Plumosa Drive, Yorba Linda. Payne, General Manager OCWD DIRECTORS PRESENT Larry Kraemer, Chair ALSO PRESENT None DISCUSSION ITEMS OCWD STAFF PRESENT' Virginia Grebbien, General Manager Roy Herndon, 1. MTBE Plume General Manager Payne requested OCWD to prepare a short presentation on the MTBE plume to bring to the next committee for discussion. 2. Richfield Plant Modeling of Groundwater basin The issue of the modeling of the groundwater basin near the Richfield plant was discussed. The issue of pumping levels when the Warner basin is drained was also discussed. 3. Basin Production Percentage Projections Virginia Grebbien, OCWD General Manager presented the committee with OCWD's "Draft" 2010 Rate plan. This plan included graphs reflecting the proposed basin production projections (BPP) as well as overdraft conditions. The BPP is currently at 66% and could go as low as 57% during normal years and as low as 42% during drought conditions. 4. Replenishment Assessments Virginia Grebbien, General Manager, referred to the graphs in the OCWD's "Draft" 2010 Rate plan. The RA is currently at $172 per acre/foot and could go as high as $252 per acre/foot in 2009-10 during normal years and as high as $272 per acre/foot in 2009-10 during drought conditions. This does not include any loss to the state. OCWD will lose $7.4 million as a result of the state's financial problems. This will increase the RA $24 per acre/foot. OCWD staff is proposing to pass these losses on to the groundwater member agencies; however, it has to go to the Board in April 2005 with an effective date of all water pumped after July 1, 2005. The invoices will not be due until January 1. 2006. 5. Program Environmental Impact Report (PEIR) Michael Payne asked Virginia to comment on the status of the proposed MOU Agreement between YLWD and OCWD. Ms. Grebbien handed out a copy of an agenda report that was scheduled for the OCWD Board of Directors agenda November 17, 2004. The OCWD staff recommendation is to not approve YLWD's proposal. The committee adjourned at 5:35 p.m.
