Present were directors Paul Armstrong and Michael Beverage. Staff members present were Mike Payne and Ken Vecchiarelli. The following items were discussed: 1. Sewer Grants. Mr. Payne reported that staff will attend a meeting Wednesday, January 21, 2004 at the Orange County Sanitation District (OCSD) Headquarters in Fountain Valley to gather information on OCSD's Cooperative Projects Program. Staff will determine if the District can benefit from participation in this program and determine if the funding can be applied to construction of new sewer systems. 2. Grandview Avenue Sewer Extension. Mr. Vecchiarelli reported that staff prepared a draft letter to the homeowners on Grandview Avenue to inform them of the proposed sewer extension and to determine the level of interest for potential participation in the project. 3. Vista Del Verde, Village III. Mr. Vecchiarelli reported on the status of backbone water and sewer infrastructure improvements to support service to Village III. Mr. Vecchiarelli also reported on the proposed Terms and Conditions for Water and Sewer Service which will allow the merchant builders of tracts in Village III to begin design and construction of in-tract utility improvements but will not allow for building permits until service requirements are satisfied. An agenda report on this matter is included in this Board Packet for Tract 16315, Planning Area "L". Staff also reported that additional agreements will be considered for the Board of Directors' consideration later in February. 4. Kellogg Drive Sewer Project. Mr. Vecchiarelli reported on the status of this project. 5. Capital Improvement Status Update. Mr. Vecchiarelli updated the Committee on the status of the Zone 2 Transmission Pipeline Project and the Administration Building, Phase 3 of the Richfield Plant Improvements. The Committee discussed the Richfield Road frontage improvements and the Mira Loma Avenue through street project. Mr. Payne reported that staff will meet with the City of Placentia administration to discuss these matters.
