INTERAGENCY COMMITTEE MEETING WITH CITY OF PLACENTIA AND GSWC
Tuesday, March 8, 2016, 2:00 p.m.

1. CALL TO ORDER
The March 8, 2016 interagency meeting of the YLWD/City of Placentia/GSWC
was called to order at 2:00 p.m. The meeting was held in the Training Room at
the District’s Administration Building located at 1717 East Miraloma Avenue in
Placentia, California 92870.

3. PUBLIC COMMENTS
Mr. Emil Bereczky, a GSWC customer, commented on rebates for residential
irrigation controllers, customer education regarding these controllers and the
benefits of hand held watering, and potential City code issues with unkempt
lawns due to reduced or discontinued watering.
Mr. Ben Parker, a YLWD customer, commented on the accessibility of the
District’s meeting schedule on its website and how drought penalties were being
recorded in the financials.
4. DISCUSSION ITEMS
4.1. City of Placentia Compliance with Drought Mandate
Mr. Vecchiarelli reported that for the customers served by GSWC in the
City of Placentia, GSWC has met its water conservation goal of 24%
reduction through February 2016. He noted that GSWC anticipates
receiving a 7% credit for its participation in OCWD’s GWRS project, which
would reduce the conservation goal to 17%. With that new goal, Mr.
Vecchiarelli expects that GSWC would be able to meet the new
conservation goal through summer 2016.

4.2. YLWD Drought Response, Water Conservation/Drought Penalty
Ordinances, and Community Outreach Efforts
Mr. Micalizzi reported that YLWD had met its water conservation goal of
36% through February 2016, which includes those customers served in
the City of Placentia (which is approximately 10% of YLWD’s customer
base). He noted that YLWD is expecting similar credits on its
conservation goal as described above.
4.3. Enforcement of Governor’s Mandate on Water Use Restrictions
Mr. Vecchiarelli commented that GSWC had not issued any fines on its
customers. Mr. Micalizzi said that he is not aware of any fines on District
customers in Placentia.
4.4. GSWC Drought Response, Water Conservation Statute, Rule 14.1,
Schedule 14.1, and Continuing Community Outreach Efforts
Mr. Vecchiarelli reported that the only GSWC area where there has been
an issue with meeting the conservation goal is Cowan Heights (in
Orange), where there is a 36% conservation goal. He noted that extra
measures have been instituted and that the customers are responding
favorably. Mr. Vecchiarelli also indicated that GSWC will be initiating a
30-cent/CCF increase in its water rate effective March 1, 2016 to
compensate for the 25% reduction in water sales. This is an interim
increase amortized over a 20-month period and is separate from the
current rate case pending a decision by the Public Utilities Commission.
4.5. GSWC Capital Projects Update
Mr. Vecchiarelli reported that GSWC is completing construction of the
Wilson Well Project at Wilson and Melrose. They anticipate a flow rate of
1500 to 2500 gpm from the new well, which will significantly reduce the
use of import water. In the future, they are looking at the replacement of
water reservoirs for the Placentia/Yorba Linda service area.
4.6. GSWC’s 2014 General Rate Case Update
Mr. Vecchiarelli reported that the PUC has not yet delivered a decision on
GSWC’s 2014 General Rate Case filing.
4.7. Items for Next Agenda
No new items were requested.
5. ADJOURNMENT
5.1. The meeting was adjourned at 3:10 p.m. The next YLWD/City of
Placentia/GSWC Interagency Committee meeting has not been
scheduled.
