BUILDING AD HOC COMMITTEE
November 16, 2006, 4:00 P.M.

A meeting of the Yorba Linda Water District Building Ad Hoc Committee was called to
order by Chairman Michael J. Beverage at 4:00 p.m. The meeting was held at the
District offices located at 4622 Plumosa Dr., Yorba Linda, CA.
DIRECTORS PRESENT AT ROLL CALL: STAFF PRESENT:
Michael J. Beverage, Chairman Mike Payne, General Manager
John W. Summerfield Ken Vecchiarelli, Asst.GM/Engr. Mgr
William Moorhead, Sr. Project Engineer
DISCUSSION ITEMS:
The Committee discussed the project schedule which included key milestones. All
methane tests came back non-detect. A final report was being submitted to OCFA with
expected approval the week of November 20. Gillis and Associates have sent out pre-
qualification packets to a number of large and medium sized contractors. Solid interest
was shown by at least 8 medium sized contractors experienced in this type of project.
The Mira Loma Storm Drain Project comments were received back from the City of
Placentia. Both the building and storm drain projects are on track for bidding in
December with award in January if project costs and funding mechanisms are approved
by the Board.
INFORMATION ITEMS:
Staff reported that there were discussions between Mike Payne and the City of
Placentia's City Manager, Bob Dominguez, regarding previous agreements pertaining to
the Richfield Road and Mira Loma Ave. Street Improvement Projects. In summary,
Placentia is not in a position to fund their portion of their obligations at this time and
would consider payment in the form of deferred fees and some form of payment
schedule for funds to be generated over a period of time. Mike Payne will pursue
agreements with Bob Dominquez for consideration by the District's Board and the City's
Council.
ADJOURNMENT:
The committee adjourned at 5:10 p.m. The next Building Ad Hoc Committee meeting is
scheduled for December 21, 2006 at 4:00 PM.
