PLEDGE OF ALLEGIANCE General Manager Marc Marcantonio ROLL CALL Committee Members City Council: Gene Hernandez, City Council Absent : Tom Lindsey Water District: Mike Beverage, Ric Collett Staff Members: Marc Marcantonio, Mark Pulone PUBLIC COMMENTS Brett Barbre, Municipal Water District of Orange County (MWDOC), provided a copy to the Board of a letter sent by General Manager Kightlinger to the Little Hoover Commission. The letter provided useful information on Metropolitan and “Retained Earnings” and explained the confusion between corporate accounting and the Government Accounting Standards Board. The YLWD/City Council Joint Advisory Committee approved the minutes of the August 23, 2016 meeting. DISCUSSION ITEMS 2.Drought Response, Water Conservation/Administrative Penalty Ordinances, and Community Outreach Efforts General Manager Marc Marcantonio reported on water usage and said that water conservation in August was at 24% and the cumulative was 34.2%. General Manager Marcantonio and staff recently attended the Water Shortage Contingency Planning Workshop hosted by the Department of Water Resources (DWR) and State Water Resources Control Board (SWRCB). The DWR and SWRCB indicated that they intend to impose a water budget for each water agency and Mr. Marcantonio said he was very vocal at the meeting about the unintended consequences of a “one size fits all approach”. He also attended the Urban Water Institute Fall Conference and had an opportunity to discuss mandatory conservation percentages and wildfire risk with California Natural Resources Secretary John Laird. General Manager Marcantonio briefly spoke on SB 814 which was signed into law earlier this month prohibiting the waste of water or excessive water use and establishing administrative penalties of up to $500 per unit of water. 3. Potential Future Agenda Items It was determined to bring back Item No. 2, Drought Response, Water Conservation/Administrative Penalty Ordinances, and Community Outreach Efforts to the next meeting. ADJOURNMENT City Manager Pulone adjourned the meeting at 10:32 a.m. to the next Yorba Linda Water Board/City Council Advisory Committee Joint meeting on Wednesday, October 26, 2016 at 11:00 a.m.
