STAFFRECOMMENDATION: ThatthePersonnel/RiskManagementCommitteerecomm endtotheBoardofDirectorstorejectthe claim. DISCUSSION: OnApril21,2009,theDistrictreceivedaclaimfr omNeldaE.WamsleyandbehalfofMr.WilliamC. Wamsleyintheamountof$596.20asreimbursementf orexpensesincurredtopurchaseanew dishwasher,installthedishwasherandtheservice callforaplumber.Theclaimantallegeshadshe receivednotificationofthechangeinwaterhardne ssandasolutiontoremovethewhitefilmfrom herglassesfromtheDistrict,thenclaimantwould nothavemadetheunnessearyexpensesand wouldnothavethrownoutaperfectlygooddishwash er. DuringthelaterpartoflastyearMWDdiscontinued blendingbothStateWaterProjectandColorado RiverwaterandonlyprovidedColoradoRiverwater attheDiemerPlantbecauseoftheon-going droughtconditionsthusincreasingtheconcentratio noftotaldissolvedsolidsinMWDwaterwhich appearsasspottingonglasswareorawhitefilmon othersurfaces.Districtstaffhavebeen suggestingtocallerscomplainingaboutthespottin gtouseLemiShinetoremovetheresidual residuethatisleftbehindafterwashing/rinsing. Staffinvestigatedandreviewedthesubmittedclaim andrecommendstheclaimberejected. AttheBoardofDirectorsmeetingofMarch12,2009 ,theBoardofDirectorsapprovedandadopted atemporarycessationofrecruitmentsandpromotion s.Onlypositionsdeemedcriticaland necessarytocontinuetheoperationsoftheDistric twillbeconsideredforrecruitingpurposesshould avacancyoccurtoanexistingcurrentlyfilledpos ition.
