INTERAGENCY COMMITTEE MEETING WITH MWDOC AND OCWD
Thursday, September 27, 2018, 4:00 P.M.

1. CALL TO ORDER
The meeting was called to order at 4:04 p.m.

4. DISCUSSION ITEMS
4.1. MWD Water Supply Conditions and Outlook
Director Barbre discussed the history of the agreement with regard to the
allocation of the Colorado River supply and sharing the pain with
shortages in supply.
4.2. Condition of OCWD Groundwater Basin, Water Purchased for Recharge,
and In-Lieu Recharge
Mr. Markus reported that pumping has increased slightly and OCWD was
able to recharge approximately 50,000 AF. The basin overdraft is
estimated at 277,000 AF. OCWD will hit their target of 65,000 AF of
replenishment purchases. Ms. Weston provided Mr. Markus with
information the Department of Water Resources (DWR) survey on water
quality as it relates to the Sustainable Groundwater Management Act and
the Groundwater Sustainability Plans (GSP) Regulations.
4.3. PFOS/PFOA and Arsenic Testing and Mitigation
Mr. Markus reported that OCWD’s laboratory passed EPA’s audit and the
certification should be forthcoming. OCWD may be the first laboratory that

receives this certification. Mr. Martinez reported that he attended a
meeting that morning and a speaker from the state mentioned that an
update on MCLs would be provided in February 2019.
4.4. Huntington Beach Desalination Project
Director Yoh mentioned that several speakers provided an in depth review
of this project at a recent YLWD’s Board of Directors’ meeting. Mr. Markus
stated that Regional Board hearing for renewal of the permit has been
pushed out. President Nederhood and Mr. Seckel discussed the reasons
for differences in cost between the Carlsbad and the Huntington Beach
facilities.
4.5. California WaterFix Project
Director Barbre stated that the hearing at the state legislature regarding
the 50-year extension was delayed several times, but was finally held. The
state water board has to determine the permissiveness of new intakes. It
is expected that groundbreaking on the project will occur before Governor
Brown leaves office.
4.6. North and South Basin Projects
Mr. Markus stated that in the South Basin, there are several mediations
underway (20 PRPs), so they have broken the South Basin into areas.
The Board has approved settlement amounts. The plan is to use an
extraction method and discharge into Plant No. 1. For the North Basin,
they are awaiting an NPL listing from EPA. They may enter into
negotiations with Northrop.
4.7. YLWD Well Projects
Ms. Weston provided an update on Well 22, which is nearing the 90%
design phase. YLWD would also like to discuss the location of Well 23
with OCWD. Mr. Markus suggested that Ms. Weston contact Bruce
Dosier.
4.8. Future Agenda Items
Provide update on the draft OC Reliability Study, which was recently
posted. The next meeting is scheduled for Monday, November 19, 2018 at
4:00 pm.
