individual for their comment when the item is considered. No action will be taken on matters not listed
on the agenda. Comments are limited to three minutes and must be related to matters of public interest

Subject: Will Serve Letter- Water&Sanitary Sewer Service to
Project Location: 18222 Mariposa Ave.,APN 343-671-01
Dear Mr. Silva:
This letter will confirm that the project identified above("Project") is :)cated within the
jurisdictional boundaries of the Yorba Linda Water District ("Distr 4") and that the
District is prepared to provide water and sanitary sewer service to he Project upon
satisfaction of the District's requirements.
The District can provide sanitary sewer service if the applicant extends he District sewer
system along Mariposa Ave. to Lakeview Dr.,'and installs a privaterewer lift station.
Otherwise, a gravity flow sewer system can be achieved by connecting to the City of
Placentia's sewer system at the southwest corner of the project site.
The requirements for extension of District service to the Project shall be those
requirements duly adopted by the Board of Directors of the District from time to time
which are in effect on the date fees are paid for connections to the system, and nothing
herein shall be deemed to exempt the Project from compliance with terms and conditions
for service which may be adopted between the date of this letter and the date on which
the fees are paid.
Yorba Linda Water District currently requires, as a condition of extension of service, that
the applicant enter into service agreements with the District and satisfy the following
requirements:
1. Furnish, at applicant's expense, those facilities necessary to provide service to
applicant's Project. In the case of water service, this shall include facilities to
connect to the District's water system, distribute water within the Project, and
provide adequate fire flow in conformance with the District's standards and
requirements, certain of which facilities shall be dedicated to the District,

along with the necessary easements and fee parcels in a form satisfactory to
the District.
2. Payment of all applicable fees and charges imposed by the District including
plan check, engineering and inspection fees, meter installation charges and
other fees applicable to new service.
3. In the case of water service, the Orange County Fire Authority will establish
the fire flow and fire protection requirements for the proposed Project. It is the
responsibility of the applicant to confirm ;A ith the Orange County Fire
Authority whether the District's existing facilities are of adequate size,
capacity and pressure to satisfy the fire flow requirements and to confirm
what improvements are necessary to meet those requirements.
4. Applicant shall comply with all other terms and conditions required by
District of applicants for service in effect at the time connections are
requested. Such Terms and Conditions are established and approved by the
District's Board of Directors at the time service is formally requested and the
appropriate fees are paid to move the project forward for Board consideration.

These are YLWD's requested changes to the sewer system design. On-site
lines (green) must be redesigned to gravity flow the opposite direction from
south to north and then we must construct an additional 400' of sewer line
On-site (orange) to get to Lakeview Avenue. Then we must construct 900' of
sewer mainline (blue) in Lakeview Avenue in order to reach Timber Lane Drive,
which then gravity flows to the County's sewer mainline in Orangethorpe. 5

Project: Lakeview Senior Living
Project Location: 18222 Lakeview Avenue, Yorba Linda
Dear Mr. Sowers:
This letter will confirm that the project identified above ("Project") is located within the
jurisdictional boundaries of the Yorba Linda Water District ("District") and that the
District has the ability to serve the property with water and sewer service.
This letter supersedes the Will Serve Letter issued for this project on November 19, 2015.
This letter will expire two years from the issuance date, if construction of the above
described facilities has not started. Upon expiration, the Applicant shall submit a new
request for a new Will Serve Letter to the District for review and consideration.
The District requires the applicant to execute water connection applications and permits,
and provide the Project's peak flow rate (gallons per minute) of the future buildings to
determine the size of the proposed water services and meters. The District also requires
the Project's peak flow wastewater calculations to determine the adequacy of the existing
offsite sewerline in Lakeview Avenue, near the Timber Lane Drive intersection.
It is the responsibility of the applicant to confirm with the Orange County Fire Authority
whether the District's existing facilities are of adequate size, capacity and pressure to
satisfy the fire flow requirements and to confirm what improvements are necessary to
meet those requirements.
If dedicated fire service lines are required, the applicant shall comply with all terms and
conditions required by the District for service in effect at the time connections are
requested and fees are paid. Such terms and conditions are established and approved by
the District at the time service is formally requested and the appropriate fees are paid to
move the project forward for Board consideration.

The Applicant shall comply with the District's Rules and Regulations for Water and
Sewer Service that are in effect at the time the plans are approved by the District.
Furthermore,the applicant shall satisfy all District requirements prior to its issuance of
the Occupancy Release Letter to the City or the final release of the City Building Permit.
