The regular meeting of the Board of Directors of the Yorba Linda County Water District
was called to order by President Knauft at 8:30 A.M. in the offices of the District at
4622 Plumosa, Yorba Linda. Directors present: M. Roy Knauft, Jr., Whit Cromwell and
Howard Lindow. Directors Fred Clodt and Paul Armstrong were absent. Also present:
Ralph C. Schook general manager, Arthur C. Korn assistant general manager, Betty Emblidge
finance manager/auditor, William J. Robertson planning manager, Juanita Harris office
manager, Art Kidman Rutan & Tucker and Mike Beverage Yorba Linda City Councilman. Motion
by Director Lindow and seconded by Director Cromwell to approve the consent calendar as
follows: Approval of the minutes as submitted of the meeting of September 13, 1984,
authorization for the Directors to leave the State of California prior to the next
meeting, routine applications for service, J-84-36 E1 Von Der Ahe Corporation Lot 33
Tract 10266 $1218.00, J-84-43 $ S 1-659 Carls Jr. 1285 Imperial Highway 0.61 acres
water $1330.00 sewer $25.00. Motion carried unanimously.
Mr. Robertson reported on the Quitclaim Easements Tracts 11662 & 11663 in favor of C-W
Associates. Motion by Director Cromwell and seconded by Director Lindow to authorize
the President and Secretary to execute the Quitclaim Deed in favor of C-W Associates
of unused waterline easements in Tracts 1162 and 11663. Motion carried unanimously.
Mr. Kidman reported on a Class Action Suit brought against the Public Employees
Retirement System.
General Manager Shook reported on a letter from EPA regarding the use of AC pipe.
General Manager Shook reported on letters from MWDOC and El Toro Water District thanking
the District for their cooperation and extra effort during the time the El Toro
Reservoir was being covered. The District had allowed MWDOC operators to schedule
deliveries to Yorba Linda County Water District in such a manner as to minimize the
overall pipeline flow variations at the Diemer Plant.
General Manager Shook reported on the MWDOC retail service connection charge.
Mrs. Emblidge's August Investment report was received and filed.
Motion by Director Lindow and seconded by Director Cromwell to approve for payment the
audited bills and rate deposits in the amount of $148,916.00 on checks No. 6213 thru
6328. Motion carried unanimously.
Director Lindow reported on the Finance Committee meeting of September 25, 1984.
Motion by President Knauft and seconded by Director Lindow to adopt the following
six resolutions: Resolution 84-21 RESOLUTION OF THE BOARD OF DIRECTORS OF THE YORBA
LINDA COUNTY WATER DISTRICT AUTHORIZATING THE PROPER OFFICALS TO OPEN AN INVESTMENT
ACCOUNT WITH BEVERLY HILLS SAVINGS & LOAN; Resolution 84-22 RESOLUTION OF THE BOARD
OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT AUTHORIZATING THE PROPER OFFICIALS
TO OPEN AN INVESTMENT ACCOUNT WITH DOWNEY SAVINGS AND LOAN; Resolution 84-23, RESOLUTION
OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT AUTHORIZATING THE
PROPER OFFICIALS TO OPEN AN INVESTMENT ACCOUNT WITH SUN SAVINGS & LOAN; Resoltuion 84-24

INVESTMENT ACCOUNT WITH FAR WEST SAVINGS & LOAN. Roll call vote: Ayes:
Directors Howard Lindow, Whit Cromwell and M. Roy Knauft, Jr. Noes: none.
Absent: Directors Fred Clodt and Paul Armstrong. Abstain: none. All six
resolutions passed and adopted this 27th day of September, 1984.
President Knauft scheduled a C.A.C meeting for October 9, 1984 at 7:00 P.M.
The charter for the Yorba Linda Water Company (now Yorba Linda County Water District)
was granted December 8, 1909. In celebration of the 75th anniversary, an Open House
and Tours of the facilities were discussed.
Director Cromwell reported on the Orange County water districts users meeting.
Director Lindow reported on the CSDA meeting October 14-16, 1984
Assistant general manager Korn reported on the OCWD meeting of September 19, 1984
and the MWDOC meeting of September 26, 1984.
The Fiesta Day Parade was discussed.
Motion by President Knauft and seconded by Director Cromwell to adjourn. Motion
carried unanimously.

Due to lack of quorum the regular meeting of the Board of Directors of the Yorba Linda
County Water District was adjourned by the secretary at 8:40 A.M. with only
Directors Cromwell and Knauft present.
