INTRODUCTION OF VISITORS AND PUBLIC COMMENTS:
There were no visitors.
DISCUSSION
The following items were discussed:
Yorba Linda Water District (YLWD) Request to Annex Territory into Orange County
Water District (OCWD).
Director Beverage and General Manager Payne explained the reasons why YLWD is
pursuing the annexation application to OCWD of those remaining lands inside YLWD
but outside OCWD. The issues and concerns raised by some of the Groundwater
Producers were explained. Director Beverage outlined the financial impacts to the
entire District but also the added costs to the City and the residents of Placentia if the
annexation was not approved by OCWD.
2. Municipal Services Review for YLWD.
General Manager Payne reported on the Municipal Services Review that LAFCO
completed on YLWD. Director Beverage outlined the highlights of the review. The
committee discussed the water rates of YLWD verses Golden State Water Company.
3. YLWD Administration Building 1717 Mira Loma Avenue, Placentia.
General Manager Payne reported that the construction contract had been approved
and a notice to proceed was issued to the contractor. The group discussed several
issues about the building including the Board room being made available to
community groups in the city.
4. Mira Loma & Richfield Road Improvements.
General Manager Payne reported that draft revisions of the Construction Agreement
would be submitted to the city for further discussions regarding who would be the
lead agency and possible reimbursement agreements.
5. May is "Water Awareness" Month & Groundbreaking Ceremony May 5, 2007
General Manager Payne reported that May is "water awareness" month and that the
District is currently planning a groundbreaking ceremony in conjunction with the
annual open house which is scheduled for May 5, 2007. An invitation to City officials
and key staff was verbally offered with invitations to follow.
6. City of Placentia & YLWD Sewer Maintenance Agreement.
General Manager Payne asked City Administrator Dominguez if the current sewer
maintenance billing arrangement was working well and if the city had any issues or
concerns. Mr. Dominguez responded everything was working fine.
