Comments are limited to matters of public interest and matters within the jurisdiction of the Water District.

Pursuant to Government Code section 54957.5, non-exempt public records that relate to open session agenda items

Subject: Proposed Authorized Positions FY 2009/2010
SUMMARY:
The purpose of this report is for the Personnel/Risk Management Committee to reevaluate the
proposed staffing and the total number of authorized positions for FY 2009/10. If the Committee
determines that additional staffing is required then staff will revise the proposed draft budget for
consideration by the Board of Directors.
DISCUSSION:
On June 2, 2009, District staff conducted a Budget Workshop comprised of the District's Board of
Directors, General Manager, Assistant General Manager and Department Managers. Staff
discussed the District's personnel needs and the proposed authorized positions for the upcoming
FY 2009/2010. Presented with the troubled economic climate, staff took a very conservative
approach when dealing with the District's personnel needs and proposed to decrease the number of
authorized positions from 84 to 82 by eliminating two (2) full-time positions. In addition, staff
recommended funding only 75 of the remaining authorized positions for FY 2009/2010, thereby
continuing with the District's current cessation of recruitments into the next Fiscal Year.
During the presentation of the District's personnel resources, staff was instructed to reconsider the
District's needs for a full-time, high-level resource in the area of public and public affairs. Staff was
instructed to present information to the Personnel/Risk Management Committee at their next
scheduled meeting for further discussion and consideration.
Staff conducted a review and surveyed several agencies for positions related to Public
Information/Public Affairs. Results from the survey showed that among the agencies surveyed, most
have only one employee performing the duties of the public information officer position. At the same
time, staff requested information for positions related to water conservation and resource efficiency.
The results shown on the attached spreadsheet show that several of the agencies surveyed were
focusing on these resources to a much higher degree.
As a point of information, staff allocated funds under consulting services to supplement the District's
Public Information needs during FY 2009/2010 and did not propose a new full time position.
At this time, staff is still recommending that we supplement our current staff with focused consulting
resources for any additional public information activities and public awareness outreach that will be
needed over the next fiscal year.
