PUBLIC COMMENTS Any individual wishing to address the committee is requested to identify themselves and state the matter on which they wish to comment. If the matter is on this agenda, the committee Chair will recognize the individual for their comment when the item is considered. No action will be taken on matters not listed on this agenda. Comments are limited to matters of public interest and matters within the jurisdiction of the Water District. Comments are limited to five minutes. 2. Based on both regulatory and environmental drought, the Metropolitan Water District of Southern California (MWD) has cut supplies by 1.5% to Orange County. In response, the Yorba Linda Water District has passed a Water Conservation Ordinance, effective July 1, 2009. In response to the worsening water crisis, including a 10% cut to the Yorba Linda Water District from the Metropolitan Water District of Southern California (MWD), YLWD has developed its first-ever water conservation ordinance, effective July 1, 2009. The ordinance consists of permanent year-round restrictions, focused on the prevention of water waste and four "Water Supply Shortage" stages. Beginning July 1St, YLWD will be in STAGE 2. Some of the restrictions will include: • No watering between gam and 6pm • Watering limited to 3x's a week (based on the billing address) • No washing off of hard/paved surfaces • Drinking water served only upon request in restaurants (table tents available from YLWD) The ordinance contains a financial penalty structure similar to a code enforcement violation and fines will go toward any penalties incurred from MWD if the District exceeds its allowed allocation level. These penalties can be up to five times the cost of water. Without this ordinance, these penalties would be borne by all customers- conserving or not.
