July 28, 1977
The regular meeting of the Board of Directors of the Yorba Linda County Water
District was called to order by President Clodt at 8:30 a.m. in the
offices of the District on Plumosa Drive.
Directors present and answering the roll call: Mr. Clodt, Mr. Wagner,
Mr. Lindow and Mr. Knauft. Mr. Korn absent.
Also present, Ralph Shook general manager, Jean Mathews secretary,
P.D. Royere assistant general manager, DuWayne Lidke engineer and
Chuck Hobbs consultant.
Moved by Director Lindow seconded by Director Wagner carried unanimously
to approve as mailed the minutes for July 13 and July 14, 1977.
DuWayne Lidke of James Montgomery gave a report on the Santa Ana
Canyon region facilities study. Yorba Linda portion about 7.6 million
with various other possibilities.
Art Littleworth attorney and H. Rodger Howell arrived at 8:45 a.m.
Moved by Director Knauft seconded by Director Lindow carried unanimous-
ly to go into executive session.
Moved by Director Knauft seconded by Director Lindow to go back into
regular session, motion carried unanimously.
DuWayne Lidke gave an additional report on the East side reservoir
line back to Diemer Plant to assist the east side until the large
intertie line from Diemer through the east side to Irvine is completed.
DuWayne Lidke and Rodger Howell left at 9:35 a.m.
Moved by Director Lindow seconded by Director Knauft to go into
executive session. Motion carried unanimously.
President Clodt declared the executive session ended at 11:45 a.m.
President Clodt declared a recess at 11:45 a.m.
Meeting reconvened at 12:05 p.m. by President Clodt.
General manager read a letter from John Wertin Development requesting
annexation of property east of Yorba Linda known as the Dorothy Travis
Ranch. Moved by Director Lindow seconded by Director Wagner instruct-
ing staff to process the necessary letters and documents to start the
annexation proceedings.
A letter from Board of Supervisors signed by Chairman Riley asking this
District to cooperate in the effort to conserve water including with it
an ordinance as a suggestion for the Board to adopt some such similar
ordinance. Discussion.

Moved by Director Clodt to adopt the Ordinance. Motion withdrawn
for lack of a second. Board tabled the ordinance until August.
Director Clodt reported on the city council meeting of July 18.
Director Knauft reported on the planning commission meeting July 20.
Rodger Howell said that General Accident had said that the Agnello
claim was not covered by their policy.
Mr. Shook said that he had a meeting on Monday regarding the re-draft
of the agreement for the Diemer intertie, time had been advanced to
September 15 for the executed agreement. Several different options
for financing.
Richard Davalos reported on the Fairgreen easement outlining what
the Association had asked for and what Richard had proposed, to be
drawn up in a letter and forwarded to the Association. Discussion.
Moved by Director Wagner seconded by Director Knauft authorizing
the attorney Rodger Howell and Richard Davalos to proceed with the
Fairgreen easement negotiations.
Mr. Shook reported on the CSDAOC meeting on July 21, 1977. The
ad hoc committee of Mr. Knauft, Ms. Crowell and Mr. Howell to start
to work.
Mr. Royere gave a report on the sewer maintenance fees for the Locke
Ranch area and suggestions for the charges to be levied for the next
year.
Moved by Director Knauft seconded by Director Wagner to adopt the
RESOLUTION NO. 77-24 entitled:RESOLUTION OF THE BOARD OF DIRECTORS
OF THE YORBA LINDA COUNTY WATER DISTRICT CONCERNING SPECIAL ASSESSMENT
FOR SEWER MAINTENANCE -charges to be .75 per month or $9.00 per year
for each individual A.P. parcel. Resolution No. 77-24 adopted this
28th day of July, 1977 by the following called vote: Ayes: Clodt,
Wagner, Knauft and Lindow. Absent: Director Korn.Noes: none.
Job No. 1013 for water and sewer for Winners Circle on Mark Lane and
Eureka, 4 lots on 2 2 acres, water costs $5057.50 and sewer 3322.60.
Job 1009 for water and sewer Fashion Lane Tract 9352 on Yorba Linda
Blvd. and Casa Loma, 9 lots on 4 acres water charges $5060.00 and sewer
$13,983.20.
Job S 1015 Tony Gorsich et al Resolution 100 type sewer on Anna Marie.
Moved by Director Wagner seconded by Director Clodt to approve the
above three jobs as per staff recommendations, motion carried unanim-
ously.

Moved by Director Knauft seconded by Director Wagner to approve for
payment the audited bills and refunds in the amount of $112,994.67
on checks 4324 through 4406. Motion carried unanimously.
Moved by Director Knauft seconded by Director Lindow carried unanimously
all Directors are hereby authorized to leave the State of California
for either business or personal reasons between now and the next reg-
ular meeting of the Board of Directors.
City assignments, Director Lindow city council August 1, Director
Clodt August 15. Planning commission Director Knauft August 10,
and August 24 Art Korn.
E.I.R. on the De Los Reyes property discussed.
Bob Challacomb had requested that Mr. Royere ask the Board about the
storage of some of his material for water well work, perhaps rental
of space or building on District property. Discussion. Mr. Challacomb
request denied because of problems with insurance.
Mr. Shook told the Board he had retained Bueford Gibson to give an
appraisal on the property on Richfield that is 70 x 200 feet in size
for the total price of $150.00.
Moved by Director Lindow seconded by Director Knauft to adjourn at
2:30 p.m. Motion carried unanimously.
