January 27, 1977
The regular meeting of the Board of Directors of the Yorba Linda
County Water District was called to order by President Clodt at
8:30 a.m. in the offices of the District on Plumosa Drive.
Directors present and answering the roll call: Clodt, Wagner, Knauft,
Lindow and Korn. Also present general manager Ralph Shook, secretary
Jean Mathews, Dean Davisson public relations and DuWayne Lidke of
James Montgomery.
Moved by Director Lindow seconded by Director Korn to approve as
mailed the minutes of the January 13, 1977 motion carried unanim-
ously.
Doris Byron of the News Tribune came into the meeting at 8:45 a.m.
General manager handed out a report on the pump tax paid over the
years noting that the 6 month payment this time was $59,586.20.
General manager also reported on the manager's meeting January
20 at Orange County Water District.
Richard Davalos made a report on the easement on Buena Vista to
the Wertin tract through Mole, Stein and Smithson stating these
has been obtained by negotiation . Information only.
Quitclaim of an easement in Job 910, sewer line has been re-
located to a public right of way and this easement is no longer
needed. Moved by Director Wagner seconded by Director Lindow to
approve the quitclaim of said easement. Motion carried unanimously.
Discussion of new job 980 Yorba Linda County Water District re-
placement of water line and service on Main street and perhaps reloc-
ation of fire hydrants, when plans are available, for an estimated
cost of $8650.00. Discussion. Moved by Director Korn seconded
by Director Lindow authorizing staff to proceed with the replace-
ment of the water line and services in conjunction with the City's
Main Street project at costs not to exceed $8650.00. Motion carried
unanimously.
DuWayne Lidke reported on the progress on acquiring right of way for
the corns country feeder to the District's reservoir on Fairmont.
Mr. Lidke also had the aerial survey pictures to show the route as
flown last week. From these photographs the working drawings will
be prepared.
H. Rodger Howell attorney arrived at 9:25 a.m.
Mr. Shook read an outline of the Resolution as prepared by the
attorney's office adopting new guide lines for CEQA and repealing
the earlier resolution as adopted in 1975. Moved by Director Lindow
seconded by Director Knauft to adopt RESOLUTION OF THE BOARD OF DIRECTORS
OF THE YORBA LINDA COUNTY WATER DISTRICT NO. 77-2. Adopted this 27th
day of January 1977 by the following called vote: Ayes: Clodt, Wagner,

General Manager Shook read a letter from Broadmoor Homes request-
ing the District annex 370 acres known as the Dominguez Ranch.
General manager had replied with a letter requesting a better
description of the property and enclosed the proper form for re-
questing an annexation. This will be known as Yorba Linda County
Water District Annexation 77-1.
Mr. Shook read a letter from Monitor Chairman for the 13th day
of May at the AWWA National Convention to be held at the Anaheim
Convention Center. The letter asked for four monitors and with
a fifth for an alternate. Discussion, moved by Director Korn
seconded by Director Knauft carried unanimously to authorize the
general manager to use staff as moniters up to the requested number
and then Directors will fill in if needed.
President Clodt declared a recess at 10:00 a.m.
Meeting reconvened by President Clodt at 10:10 with all directors
present.
Fred Clodt reported on the city council meeting 1/17/77.
Art Korn reported on the planning commission meeting 1/26/77.
Discussion on a zoning ordinance setting the size of lots to the
East, suggested perhaps a copy of the ordinance would be of interest.
Zoning ordinance No. 7701. A tour of the area in question will be
set for a Saturday or Sunday and will be a regular meeting of the
planning commission with the public invited provided they have
their own transportation.
Ralph Shook reported on the MWDOC meeting January 26, 1977 and
Orange County Chapter of California Special District Association
meeting on January 13, 1977.
Mr. Shook also reported on an inquiry on a lot owned by the District
on Richfield Road adjoining Homer Davis' property, lot is 70' x 2001.
Attorney said District should proceed as in the past, declare the
property excess to the District needs and have an appraisal made
and then it could be sold.
DuWayne Lidke made a verbal report with point by point comments on
the Eagan Water Report as presented to the District by the City.
Discussion regarding the report made by DuWayne Lidke. Suggested
that the general manager set up a committee meeting with Mayor
Weeda and city representatives, DuWayne Lidke and Directors Korn
and Knauft and himself, prior to the council meeting on the 7th
of February.
Mr. Lidke explained that he had failed to review the mileage figure
on the District contract and that it had not been updated so the
17~ figure was incorrect on the District bill but the correct mile-
age as being charged by Montgomery. Discussion. Mr. Lidke also

stated that would be corrected but that the mileage figure on
the contract with Montgomery needed to be updated.
Moved by Director Wagner, seconded by Director Lindow carried un-
animously to adjust the mileage rate to 17~ per mile as of this
date January 27, 1977 on the contract with Montgomery.
Moved by Director Knauft seconded by Director Wagner to approve
the audited bills and refunds in the amount of $134,773.70 on
checks 3082 through 3147. Motion carried unanimously.
Moved by Roy Knauft seconded by Director Korn and unanimously car-
ried all directors are hereby authorized to leave the State of
California for either business or personal reasons between now and
the next regular meeting of the Board of Directors.
City assignments Fred Clodt city council Feb. 7, Roy Knauft Feb.
22 and planning commission Feb. 16 Art Korn.
