February 24, 1977
The regular meeting of the board of directors of the Yorba Linda
County Water District was called to order by President Clodt at
8:30 a.m. in the offices of the district on Plumosa.
Directors present and answering the roll: Fred Clodt, Merwin Wagner,
Roy Knauft, Howard Lindow and Art Korn. Also present general
manager Ralph Shook, secretary Jean Mathews, engineer DuWayne
Lidke, attorney Rodger Howell and Dean Davisson public relations.
Moved by Director Knauft seconded by Director Wagner to approve
as mailed the minutes for February 10 and February 17. Motion
carried unanimously.
Letter read from Registrar of Voters regarding an all mailed
ballot for the election and a change in the election date if
ballots were mailed. Discussion, decided to review at April
meeting.
Art Korn reported on the planning commission meeting on February
16. Reservoir # 1 is definately in the master plan for trails.
He also reported that homes had been approved for septic tanks
in the Carlton Tract. Discussion - decided that staff should be
present when it comes before the council and it should be definately
considered to appeal the planning commission decision if they ac-
tually had approved homes with dry sewers.
Fred Clodt reported on the city council meeting 2/22/77, hearing
on parks continued. Discussion to raise funds by a bond election
to purchase the Nixon Park Site on Main Street, at the meeting.
Mr. Clodt also reported that March 2 at 7:00 was a tentative time
for the joint meeting of the city council and this board of
directors.
DuWayne Lidke reported on the MWDOC study. He and Ralph Shook had
a meeting with Larry Sears regarding water to the Santa Ana Canyon
area. James Montgomery to do the study for MWDOC regarding this
area.
Mr. Lidke also reported on the Cross District Feeder Job 959.
Edison Company looking favorably on District using a portion of
their easement but they needed additional information.
Richard Davalos came into the meeting with a Resolution regarding
Rules and Regulations with changes in the rates for construction
and installation. Discussion moved by Director Knauft seconded
by Director Korn to adopt RESOLUTION NO. 77-5 entitled RESOLUTION
OF THE BOARD OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT
AMENDING THE RULES AND REGULATIONS. Roll call vote: Ayes: Clodt,
Wagner, Knuft, Lindow and Korn. Noes, none. Absent, none. Passed
and adopted this 24th day of February 1977.

President Clodt declared a recess at 10:05 a.m.
Meeting called to order at 10:10 a.m.by President Clodt with all
directors present.
Richard Davalos recommended that a Negative Declaration should be
filed on the off-site sewer job S 909. Moved by Director Wagner
seconded by Director Knauft noting this sewer construction would
have no significant effect on the environment and to adopt the
Negative Declaration. Motion carried unanimously.
Roy Knauft and Ralph Shook reported on their meeting with S and
S, Mr. McCune, Mr. Launer and Larry Kraemer on February 23. Great
deal of discussion regarding funding, refund agreements etc.
President declared an.executive session at 11:20 a.m.
Director Knauft left meeting at 11:30 a.m.
Meeting called back to order at 11:50 a.m. by President Clodt.
Directors present, Clodt, Lindow, Wagner and Korn.
Ralph Shook reported on February 22 meeting at OCWD on Drought.
Very good attendance, many things discussed, press releases,
resolutions and ordinance on water waste.
Mr. Davisson pointed out the press release of the District and
the ad in the paper that he prepared.
Moved by Director Lindow seconded by Director Korn to approve for
payment the audited bills in the amount of $163,134.07 on checks
3424 through 3500. Motion carried unanimously.
Moved by Director Korn seconded by Director Lindow carried un-
animously all directors are hereby authorized to leave the State
of California for either business or personal reasons between
now and the next regular meeting of the board.
Moved by Director Korn seconded by Director Wagner carried un-
animously authorizing directors and staff as designated to attend
SKAG meeting at District expense.
City assignments, city council 3/7 Howard Lindow, 3/21 Fred Clodt,
planning commission 3/16 Roy Knauft and 3/30 Art Korn.
Art Korn left the meeting at 12:20 p.m.
Mr. Shook said he had received a new proposal on health insurance
and it was being studied. Other proposal's would be welcomed.

Discussion regarding reply to Mr. McCune with regard to service
and agreements. All agreed that he should be contacted by
telephone or letter stating what the district was willing to do.
Kraemer hearing set for April 18th on Annexation to the City of
Yorba Linda.
Moved by Director Lindow seconded by Director Wagner carried un-
animously to adjourn to March 2, 1977 at 7:00 p.m./
