6.ACTION CALENDAR
6.1 Minutes of the YLWD/City Council Joint Advisory Committee meeting held
on July 27, 2020.
The YLWD/City Council Joint Advisory Committee approved the minutes of the
July 27, 2020 meeting.
7.DISCUSSION ITEMS
7.1 Draft Memorandum of Understanding Between YLWD and City of Yorba Linda
General Manager Brett Barbre praised the mutual cooperation of both agencies on
the Memorandum of Understanding (MOU) and said that each agency should take
the MOU to their Council/Board for approval.
7.2 Acquisition of Real Property and Easements Adjacent to YLWD Little Canyon
Reservoir and Timber Ridge Booster Pump Station
General Manager Brett Barbre explained the background of the project and said
the Timber Ridge Booster Pump Station was built in 1985 and requires significant
rehabilitation. The District has been working with the property owner next door
and has arranged a mutually beneficial property transaction that will allow the
District the ability to maintain their utilities, increase the reservoir size and finalize
the booster pump station project. A formal letter of support is being prepared.
Councilwoman Beth Haney asked if the project was going before the City’s
Planning Commission. Community Development Director David Brantley
responded the project consists of tentative tract map and zone changes to convert
from open space as currently designated, to residential zoning. It will initially go to
the Planning Commission and then to City Council for final disposition because of
the zone change. He said the property is approximately 50 acres and includes two
separate parcels which the owner is proposing to create into four parcels, one
which will be conveyed to the Water District, one for his estate and two parcels
would remain as open space.
7.3 Proposed Property Transfer Near YLWD Hidden Hills Booster Pump Station in
Exchange for Water Filling Stations in City of Yorba Linda
Operations Manager John DeCriscio provided a PowerPoint presentation and
updated the Committee on the project. He thanked City staff for their assistance
and said the project would be advantageous for both the Water District and the
City.

7.4 Status of Per- and Polyfluoroalkyl Substances (PFAS) Water Treatment Plant
Engineering Manager Rosanne Weston gave an update on the PFAS Water
Treatment Plant and said the project has been awarded and construction would
begin next week.
7.5 Status of Housing Developments (Proposed and In-Progress)
City Manager Mark Pulone provided an update on the status of housing
developments within the City.
7.6 Formation of Sewer Assessment/Community Facilities Districts
Assistant General Manager Doug Davert said that over 600 households are still on
septic and over time the District would like to convert as many as possible to the
public sanitary sewer system. He spoke about the past pilot project on Sandra
Drive in which the property owners have already moved forward with converting to
sewer system and will not need financing assistance. He stated that the District is
currently focused on a rate structure change and positioning the District towards
the next five years. They are currently going through a Prop 218 on rates and once
that is settled, the matter will be revisited.
7.7 Coronavirus Mitigation Efforts, Vaccine Distribution, and Reopening of Community
Facilities
City Manager Pulone stated that the City has modified its operations to continue
providing services on an appointment-only basis with several services offered
online. City staff is mostly working remotely, and the City has implemented physical
modifications at city hall to keep everyone safe. The City is supporting the County’s
vaccination efforts and providing city staff to assist at POD sites. The Community
Center is open with programs on a limited basis and mostly outdoors. The new
library is open 5 days a week, primarily for Grab n Go services and the new Arts
Center currently has limited use only.
7.8 Pending and Recently Chaptered Water Related Legislation
General Manager Barbre stated there were currently no significant pending
legislation issues.
7.9 Future Meeting Date and Agenda Items
Councilmember Gene Hernandez requested updates on the Formation of Sewer
Assessments/CFD and Mr. Barbre confirmed that staff would continue to provide
future updates. The Committee agreed to bring back Discussion Items 7.4 through
7.8 for the next Agenda.

Councilwoman Haney inquired about SB9 (Atkins) and the cost of future
infrastructure. Mr. Barbre confirmed that the District is tracking that Bill and will
continue to work closely with city staff as it moves through legislation.
Director Lindsey suggested adding an update on the agenda regarding water
availability and quality.
The Committee agreed to meet again on Monday, June 7, 2021 at 4:00 p.m.
8.ADJOURNMENT
8.1 City Manager Mark Pulone adjourned the meeting at 5:04 p.m. to the next Yorba
Linda Water District/City of Yorba Linda Joint Agency Committee meeting on
June 7, 2021 at 4:00 p.m.
