The regular meeting of the Board of Directors of the Yorba Linda
County Water District was called to order by President McGuire
at 8:30 a.m. in the offices of the District on Plumosa Drive.
Directors present and answering the roll: McGuire, Clodt, Hastings
and Knauft. Director Wagner absent. Also present, General
Manager Ralph Shook, Secretary Jean Mathews, Water Superintendent
Pete Royere, DuWayne Lidke of James Montgomery and Rodger Howell
of Rutan and Tucker.°
Moved by Director Hastings, seconded by Director Knauft to approve
the minutes as mailed for the regular meeting May 24, 1973.
Motion carried unanimously.
Discussion regarding maintenance of fire hydrants. Mr. Simonion
had stated that the City would work into their budget, funds to`
help with fire hydrant maintenance. Board unanimously felt the
District had ability and funds to continue their own maintenance,
a maintenance program that had fallen behind because of increas-
ed load in the field. Suggested that District might make a survey
of other cities and districts and see how their maintenance pro-
gram was undertaken.
General Manager Shook said that we had received a copy of the
OCWA and MWDOC water rate survey of rates in Orange County.
Copies were available if Directors were interested.
A letter regarding the National Right to Work Legal Defense
Foundation requesting funds. Attorney Howell suggested that non
involvement by the District perhaps best as a whole but that if
individuals felt they would like to contribute he felt this
would be very good.
A communication from Orange County Auditor Controller regarding
the effect of S.B. 90 on Special Districts. Discussion, Auditor
and attorney to goarer the information and bring their recommend-
ations back to the Board, hopefully at the next regular meeting.
Moved by Director Hastings seconded by Director Clodt that the
Board adopt RESOLUTION NO. 73-18 A RESOLUTION OF THE BOARD OF
DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT ORDERING THE
ANNEXATION OF CERTAIN UNINHABITED TERRITORY, DESIGNATED "
" ANNEXATION NO. 72-3" TO THE YORBA LINDA COUNTY WATER DISTRICT
IN ACCORDANCE WITH SECTIONS 56310 to 56323, INCLUSIVE, OF THE
CALIFORNIA GOVERNMENT CODE.
Ayes: McGuire , Hastings, Clodt and Knauft.
Noes: None.
Absent: Wagner.
Approved and adopted this 14th day of June 1973.

Roy Knauft reported on the City Council meeting June 4,
Ralph McGuire reported on the Planning Commission meeting June
11.
Ralph Shook reported on the LAFCO meeting June 13. Annexations
continued to June 27.
City of Placentia had asked to have a utility meeting in order to
get better acquainted in this area. No date set for the meeting
at this time.
A proposal for 20 acres on the northwest corner of Palm and Linda
Vista to serve both water and sewer received approval from the
Placentia City Council. This area adjacent to District both sewer
and water available. Some discussion on an interconnection on Palm
with the Southern California Water Company system.
Job S 9-640 Flgyce Anderson a single sewer connection - exhibits
and application reviewed. Moved by Director Clodt seconded by
Director Knauft carried unanimously to qpprove staff recommenda-
tions for the single service connection for sewer and to authorize
necessary officers to execute the required Quitclaim.
Water and sewer for Job 126 on Tract 4589, 17.9 acres - 34 lots
north of Buena Vista at Highland. This will involve the relocation
of our 10" line, other exhibits and the applications reviewed.
Moved by Director, Clodt seconded by Director Knauft carried un-
animously to approve the staff recommendations.
S 14-1116 Ronald Tucker 18352 Avolinda single sewer connection.
Exhibits reviewed. Moved by Director Clodt seconded by Director
Hastings to approve staff recommendtions motion carried unanimously.
Job 361 at 19171 Via Del Cabello application and exhibits re-
viewed. Moved by Director Knauft seconded by Director Clodt
carried unanimously to approve staff recommendations.
Moved by Director Hastings seconded by Director Knauft to approve
for payment the audited bills and rate deposits in the amount of
$104,810.97 on checks 22631 through 22748.
Moved by Director Hastings seconded by Director Knauft carried un-
inamously to allow all Directors to go out of state for either
business or personal reasons between this meeting and the next
regular meeting of the Board.

General Manager Shook announced that 72-3 assessment district for
Meadow View would be hear on June 28th, the assessment had been
spread and had been somewhat lower than expected.
Moved by Director Clodt seconded by Director Hastings carried
unanimously to adjourn at 11:00 a.m.
