May 24, 1974
The regular meeting of the Board of Directors of the Yorba Linda
County Water District was called to order by President Hastings at
8:30 a.m. in the offices of the District on Plumosa Drive.
Directors present and answering the roll call: Hastings, Clodt,
Lindow, Wagner and Knauft. Also present, general manager Ralph
Shook, secretary Jean Mathews, engineer DuWayne Lidke and attorney
H. Rodger Howell.
Moved by Director Knauft seconded by Director Wagner carried un-
animously to approve as mailed the minutes for May 9, 1974
and May 16, 1974.
Communication from LAFCO dated May 15, 1974 regarding filing fee
schedule which would range from $10.00 to $350.00 for a filing
with environmental impact statement. Discussion. Received and
filed.
Suggested by the general manager that a special study meeting for
future annexation policys might be worthwhile.
Notice of public hearing on May 28 on the general plan amendment
74-02 at the planning commission.. Mr. Knauft to attend this
meeting which will be held at the Yorba Linda Junior High.
Mr. Shook read a proposed Resolution on Proposition W. Discussion
moved by Director Wagner seconded by Director Lindow to adopt
RESOLUTION NO. 74-8 recommending approval of proposition "W".
Ayes: Lindow, Hastings, Wagner, Clodt and Knauft. Noes, none.
Absent , none. Adopted this 23rd day of May, 1974.
Moved by Director Wagner seconded by Director Lindow to write a
letter to M.W.D. indicating the district support of proposition
"W" and suggesting that in other proposed legislation the district
would appreciate an opportunity to participate in the drafting
of any future proposals. Motion carried unanimously.
Fred Clodt reported on the planning commission meeting May 13, 1974.
Rex Hastings reported on the May 20 city council meeting.
DuWayne Lidke gave an updated report onthe Fairmont extension to
Esperanza. Time schedule still is for grading of the road in
October.
Mr. Lidke left the meeting to meet with the contractor at Reservoir
# 1 regarding the 30 inch pipe location.
Job 808 water and sewer for tract 8443. H.D.R. Homes on Highland
and Mariposa. Staff exhibits and recommendations reviewed.
The grading of Mariposa as a part of the development of the Tract
will necessitate the relocation of the water line in Mariposa.

This cost to be borne by the developer. Moved by Director Wagner
seconded by Director Lindow carried unanimously to approve the
staff recommendations with the relocation of the water line in
Mariposa included in the application with a refund for one half
of the line if development occurs across the street.
Job 809 in Carlton Townsite Darrel Dalton at Walnut and Second
Street. The Carlton townsite rule would apply here $181.50 per
lot and this job includes four lots and a 1" meter installation.
Total cost 901.00. Moved by Director Wagner seconded by Director
Lindow to approve staff recommendations, motion carried unanimously.
Job S 742 Brattain Construction - Addendum to sewer application.
Sewer refund agreement on this job is under Resolution # 100
and the high cost of the extension of the sewer line would make
each sewer parcel connection under Resolution No. 100 cost $1698
per parcel. The Addendum to be signed by Brattain Construction
and agreed to by them states each connection under Resoltion #
100 shall cost $975.00. Moved by Director Lindow seconded by
Director Clodt to approve the staff recommendations for an addendum
to Job S 742 stating a definate amount for each sewer connection.
Motion carried unanimously.

Mr. Shook reported that easement had been signed by Schlagel and
would be delivered by messenger.
He also reported that the repairs on the cracks in the reservoir
no. 1 were being made.
Moved by Director Clodt seconded by Director Lindow to adjourn at
10:30 a.m. Motion carried unanimously.
