January 27, 1971
The adjourned meeting of the Board of Directors of the Yorba
Linda County Water District was called to order by President
McGuire at 8:30 a.m. in the offices of the District Jan.27, 1971.
Directors present and answering the roll: McGuire, Hastings,
Clodt, Wagner and Knauft. Also present were DuWayne Lidke of
James Montgomery and Rodger Howell, attorney for the District.
Report from the League of California Cities Special District
Study Committee discussed. Copy for each director to be ordered so
that everyone can read the entire report.
Santa Ana REgional Water Quality Control Board hearing at 9:30
a.m. 2/11/71. Moved by Director Knauft seconded by Director
Hastings carried unanimously authorizing the General Manager
to prepare a statement and appear at the hearing in support of
higher,quality water.
IDA Legislative Reception April 14, 1971 at the IDA Convention
in Sacramento. Suggested that each District invite their
Assemblyman or Senator to this reception and for dinner. Moved
by Director Hastings, seconded by Director Knauft that the in-
vitation be sent to James Whetmore and John Briggs. Motion
carried unanimously. General Manager to check and see if
Whetmore would be receiving an invitation from any .other District.
RESOLUTION NO. 206. Moved by Director Wagner, seconded by Director
Hastings that Resolution No. 206 entitled RESOLUTION OF THE BOARD
OF DIRECTORS OF THE YORBA LINDA COUNTY WATER DISTRICT REGARDING
water rates be adopted this January 27, 1971, amending section
3.5 of the Rules and Regulations effective with the April 1,
1971 reading and billing.
WHEREAS, the Board of Directors of the Yorba Linda County
Water District is resonsible for setting and adjusting the
rates for water, and
WHEREAS, the water rates have not been reviewed and changed
since May 1969, and
WHEREAS, the cost. of water purchased from M.W.D. of Southern
California has been increased twice since May 1969 and will
increase again July 1, 1971, and
WHEREAS, the Yorba Linda County Water District is now pur-
chasing from 40% to 55% of its water directly from the M.W.D.
system, and
WHEREAS, theBoard of Directors of the Yorba Linda County
Water District have reviewed the water rates, revenues and
needs of the District, and;

NOW, THEREFORE BE IT RESOLVED that the Board of Directors of
the Yorba Linda County Dater District does hereby amend the
Rules and Regulations of the Yorba Linda County Water District
to establish the water rates effective with all reading and
billing on and after April 1, 1971 as follows:
Section 3.5A Demand Service
1. Domestic andCommercial
First 600 cu.ft./month $3.50
All over 600 cu.ft./month $0.16 per100 cu.ft.
2. Irrigation
All water @ $0.12 per 100 cu.ft.(approximately $52.27
per acre foot or $0.0864 per hour inch)
3. Combination Domestic and Irrigation
First 600 cu.ft./month $3.50
Next 2100 cu.ft. per month $0.16.per 100 cu.ft.
All over 2700 cu.ft. per month $0.12 per 100 cu.ft.
Combination - this rate will be applicable to domestic and
irrigation services where the first use of the water used is
for the commercial production of agricultural, horticultural
or floricultural crops or for pasture grown for commercial
purposes. This type of service can only be supplied to individual
consumers who have not less than one acre of ground planted to
the above use. Thisservice shall be permitted only for those
services that presently receive water at the combination rate.
The combination rate shall not be applicable to any new servbe.

(or approximately $52.27 per acre foot or $0.0864 per

Passed and adopted on the 27th day of January 1971 by the
following roll call vote:
Ayes: McGuire, Hastings, Clodt, Wagner, Knauft
Noes: None
Absent: None.
Letter to customers regarding rate increase reviewed, moved
by Director Clodt, seconded by Director Hastings carried un-
animously to approve the letter with minor corrections.

Mr. Gil Kraemer came into the meeting at 10:00 a.m.

Reservoir site map reviewed - two sites that are acceptable to
the Kraemer Corp. Discussion - Mr. Lidke to 'sLirvey and check
the two sites for size, terrian, and bring back to the Board
figures for both a tank or steel reservoir and cement or buried
reservoir and approximate costs for 3,5,7 and 10 million
gallon. Preliminary report by next meeting. Mr. Kraemer asked
what was being done on the survey for the lake and dam as pro-
posed on Fairmont. Mr. Lidke said until he had aerial prints
of the area he could do nothing and until Mr. Kraemer gave him
more details on height of dam etc. there was nothing that could
be done. Mr. Kraemer to get several copies of the requested
prints to Mr. Lidke.
Agenda for the joint meeting with the City Council reviewed
with Rodger Howell.
Water replenishment assessment paid to Orange County Water
District for last six month period $25,789.62.
March 30 - April 2 Tour M.W.D. itinerary proposed guest list,
and letter of invitation reviewed. Return post card should
include correct address and phone number of addressee.

and exhibits reviewed, moved by Director Hastings seconded by
Director Clodt carried unanimously to approve staff recommend-
ations.
Job 628 A.P. 348 103 02 R. Massey - exhibits reviewed -
Discussion moved by Director Clodt seconded by Director
Hastings carried unanimously to approve staff recommendations.:
for a temporary service.
Moved by Director Knauft seconded by Director Wagner to approve
the audited bills and refunds in the amount of $59,527.73 on
checks 17375 through 17413. Motion carried unanimously
Moved by Director Knauft seconded by Director Clodt carried
unanimously that all Directors are hereby authorized to leave
the State for either business or personal reasons between now
and the next regular meeting of the Board.
City Council assignments for Feb. 1 Roy Knauft, Feb. 16 Rex
Hastings. City Planning Commission Feb. 8 Fred Clodt, Feb. 22
Ralph McGuire.
Moved by Director Clodt seconded by Director Hastings carried
unanimously that the meeting adjourn to 7:00 p.m. 1/27/71.
