The adjourned meeting of the Board of Directors of the Yorba Linda
County Water District was called to order by President McGuire at
8:30 a.m. in the offices of the District May 26, 1971.
Directors present and answering the roll: McGuire, Hastings, Wagner,
Knauft and C1odt. Rodger Howell and John Murphy attorneys from
Rutan and Tucker and DuWayne Lidke of James Montgomery were also
present.
President McGuire turned the meeting over to General Manager Shook.
Correspondence:
Department of Health letter dated May 7, 1971 re: annual inspection
of the system and the things that need to be corrected. Small
things, torn screens, a chemical analysis of the water, flush dead
end lines and a request for a back flow prevention device at the
sewer lift station. Discussion steps needed to correct this will
be taken.
University of California Special District Management course from
July 27 through July 30, 1971, tabled until next meeting.
Letter from Diehl Evans regarding auditing fees for the year end-
ing June 1972, of $2400.00. Letters have gone out to several
auditing firms for bids. Tabled until other bids are in.
DuWayne Lidke reported that as he had indicated last time the site
for the reservoir was a very good site and did not appear to have
any major faults running through it. Discussion on reservoir
structure strength, suggested that it should not be over built yet
should be reasonably safe. Moved by Director Wagner, seconded by
Director Knauft that for about 4% of total cost or $35,000 more,
the construction include shear walls inside reservoir that would
divide it into four parts, these would be supporting walls, roll
call vote: Ayes, Wagner, Knauft, McGuire and Hastings. Noes, Clodt.
Absent, none.
DuWayne Lidke said the legal description was just about ready on
the reservoir site.
Rodger Howell reported that nothing had been done about the in-
surance claim, insurance adjuster cancelled appointment. Rodger
left at 9:30 a.m.
DuWayne Lidke also reported that the pipeline from Yorba Linda Blvd.,
was all ploted and that he planned to get with Ralph and go over the
plans.
Moved by Director Knauft seconded by Director Wagner carried un-
animously that audited bills and refunds in the amount of $32,550.68
on checks No. 17952 through 17995 should be paid, motion carried
unanimously.

Moved by Director Clodt, seconded by Director Hastings that all
Directors are hereby authorized to leave the State of California
for either business or personal reasons between now and the next
regular meeting of the Board of Directors.
Job 629 water and sewer 17 acres at Van Buren and Buena Vista,
Kaufmann and Broad, application and exhibits reviewed for both
sewer and water, moved by Director Wagner, seconded by Director
Knauft to approve staff recommendations for sewer and water.
S-7-419 Melford Duncan 4032 Casa Loma, exhibits and application
reviewed, moved by Director Clodt, seconded by Director Hastings
carried unanimously to approve staff recommendations.
Job 641 Mobile Home Park water and sewer, 12.78 acres, application
and exhibits reviewed moved by Director Clodt, seconded by Director
Hastings to approve staff recommendations for both sewer and water
carried unanimously.
Job 642 Yorba Linda County Water District 8" water line 500' on
Blake Drive in connection with Job 641 moved by Director Clodt
seconded by Director Hastings carried unanimously to approve staff
recommendations for line to be constructed at District expense.
Ralph McGuire reported on the joint meeting with involved property
owners for the sewer easement for Trunk S-634 to Gordon Builders
tract on Ohio. A well conducted meeting and he felt very worth
the time spent. Ralph Shook reported that the easements were being
prepared and that fton -Ip(e;ugnd acreage charge for parcel where
Mr. Graham's housewou d b~e given in exchange for the easement
and with Mr. Kittridge waived frontage charges in exchange for the
easement.
City council assignments June 7th Roy Knauft, June 21 Ralph McGuire,
City Planning Commission June 14 Rex Hastings and June 28 Fred
Clodt.
Ralph Shook reported that 1. Office plans were being prepared.
2.installation of Well No. 1 motor moving ahead. 3. Well No. 10
motor in need of repairs.
Ralph McGuire reported on the council meeting May 17th - City has
now stated that they do not want the trunk sewer on Esperanza built
until 1980 in order to preclude development in this area. District
made no comment.
Ralph McGuire and Fred Clodt asked General Manager to hire extra
help if necessary and get all the various parcels weed free and
in good shape, that belong to the District.
Ralph Shook asked the Salary Committee to meet with Jim Kerfoot
after the meeting.
Moved by Director Knauft seconded by Director Clodt to adjourn at
