October 14, 1971
The regular board meeting of the Board of Directors of the Yorba
Linda County Water District was called to order by President
McGuire at 8:30 a.m. in the office of the District. Directors
present and answering the roll: McGuire, Hastings, Clodt, Knauft
and Wagner. DuWayne Lidke of James Montgomery, Rodger HOwell of
Rutan and Tucker, Bob Jones , designer and Cal Queyrel of Anacal
Engineering were also present.
Moved b-V Director Knauft seconded by Director Wagner carried un-
animously to approve as mailed the minutes for September 10 and
September 23rd.
General Manager announced the fall convention of I.D.A. at San
Diego December 1-3. Several indicated they might try to attend
for at least one day. Colorado River Water Users Association in
Las Vegas December 5-7. Directors Roy Knauft, Rex Hastings and
Fred Clodt will plan to attend.
Moved by Director Hastings, seconded by Director Knauft carried
unanimously authorizing staff and Directors to attend the I.D.A.
Conference and Colorado River Water Users Association Conference
at District expense.
Cal Queyrel from Anacal engineering re: Tract 4693 the sewer
service to this tract can either be sewered by Anaheim or the
District. Discussion grade is too flat, wo'kil

perty. Both Mr. Queyrel and Mr. Peterson will report next meeting.
Building Committee report on the bids for office building:
Seven bids received as follows: 1. Olson Construction $129,664.
2. Con D Cor $133,843. 3. Dal Long Inc. $ 136,745. 4. K.R.W.
$137,579. 5. Jay Ray Construction $ 142,388. 6. Berry Construction
$145,636. and 7. Oranco Construction $151,500.
J.D. Olson with a bid of $129,664 plus the bond amount of $1297.00
and gas air conditioning $2762.00. Moved by Director Wagner
seconded by Director Hastings that the Board accept recommendation
of the Building Committee and approve J.D. Olson as the lowest
responsible bidder subject to approval of his references. Motion
unanimously approved.
Moved by Director Knauft seconded by Director Clodt carried un-
animously to authorize payment of the premium on a bond for J.D.
Olson if needed.
Gas air conditioning or a combination of gas and electric dis-
cussed. Deferred to next meeting after figures are obtained from
the gas company.
J.H. Snyder letter requesting the District annex .756 acres.

Attorney's recommendation that District use short form annexation.
Moved by Director Wagner seconded by Director Hastings authoriz-
ing the District staff to proceed with the annexation of .756 acres
at the request of J.H. Snyder owner, cost of annexation to be
borne by District. Motion carried unanimously.
J-653 General Manager Shook requested permission to install ap-
proximately 500 feet of 12 inch A.C. line in Fairmount Blvd. north
of Avenida Del Rey at District expense to complete a needed line
prior to the paving of Fairmount Blvd. Moved by Director Wagner
seconded by Director Knauft and unanimously carried to approve
staff recommendation.
Fullerton Union High School - requesting a description or copy of
easement for a line that is on their property in the Carlton
townsite. This area is outside of the Yorba Linda Tract which is
covered by our blanket easement and there does not seem to be an
easement, however this line was put in in 1931 replacing one that
had probably been installed about ten years before. Discussion.
Attorney advised that a letter be sent to the School District in-
forming them that this is the case but that the District claim of
right is based on the fact that for from 40 to 50 years we have
delivered water and maintained and operated this line. For Board
information only no further action at this time.
Detachment 71-1 each resident within the territory to be detached
must be notified by mail at least 15 days prior to hearing, notices
must be published also, twice in a newspaper, hearing date Nov-
ember 11th at 8:30 a.m.
Moved by Director Knauft seconded by Director Hastings that
Resolution No. 212 be adopted: Resolution of the Board of Directors
of the Yorba Linda County Water District initiating Proceedings For
the Detachment of Certain Territory From The District.
Ayes: Knauft, Wagner, Hastings, McGuire and Coldt. Noes: none.
Absent: none. Adopted this 14th day of October 1971.
Rodger Nowell reported that the environmental impact report on
Reservoir No. 3 had been changged and work was now being done,
should close escrow in about 30 to 60 days so District should be
prepared at that time with funds for the purchase of reservoir site.
Rodger also gave each Director a report on sewer financing for
their review.
Insurance report of Rodger Howell and Jim Kerfoot deferred until
next meeting.
Rodger Howell announced two meetings: Friday October 22 at 2:00
p.m. hearing at, Municipal Water District of Orange County report
by Boyle Engineering for plans on a reservoir at west end of
Orange County. Further discussed and explained by DuWayne Lidke.
The second meeting is the LAFCO hearing October 27 on the Esperanza-
Anaheim Annexation.

Moved by Director Clodt seconded by Director Hastings that
audited bills and refunds in the amount of $32,782.00 on
checks 18634 through 18760 be approved for payment, motion
carried unanimously.
Moved by Director Clodt seconded by Director Wagner carried
unanimously that all Directors are hereby authorized to leave
the State for either business or personal reasons between now
and the next regular meeting of the Board of Directors.
Meeting with the City representatives on October 19th at noon
Roy and Ralph - a reminder.
Public Relations proposal - should be discussed and looked into
further.
Ralph Shook reported that pressure had been increased October 5th
as planned however some of the people in the lower portions of
the Tract had problems with the high pressure and had been rather
unhappy with the change. Discussion DuWayne Lidke offered several
solutions, decision to temporarily close valves putting the lower
portion back on the lower pressure until some decision is made on
how to handle the situation.
Parade on October 30th , Directors Roy Knauft, Fred Clodt and
Ralph McGuire and Rex Hastings will be able to ride on the
float or car.
Ralph McGuire reported on the Planning Commission meeting he had
attended.
Moved by Director Hastings seconded by Director Knauft to adjourn
to October 21, 1971.
