February 25, 1970
The adjourned meeting of the Board of Directors of the Yorba Linda
County Water District was called to order by President McGuire. at
7:30 a.m. in the offices of the District February 25, 1970.
Directors present and answering the roll: Wagner, McGuire, Clodt,
Hastings and Knauft. H. Rodger Howell attorney for the District
was also present.
President McGuire thanked the Directors for starting the meeting
at 7:30 a.m. so'that he and Mr. Hastings could attend a meeting
of the California Special District Association at 2:00 p.m. in
San Francisco.
President McGuire turned the meeting over to General Manager
Ralph Shook.
Job 600 both sewer and water, Santos on Prospect, exhibits and
applications reviewed. Moved by Director Hastings, seconded by
Director Clodt carried unanimously to approve staff recommend-
ations:
Job S-15-245 Osburn on Valencia application and exhibits reviewed.
Moved by Director Clodt, seconded by Director Knauft approving
staff recommendations, motion carried unanimously.
Job 580 Tract 6815 Beverly-Glenwood for both sewer and water.
Applications and exhibits reviewed, moved by Director Clodt,
seconded by Director Knauft carried unanimously to approve staff
recommendations.
Job 601 John Penner at Lakeview Avenue and Oriente sewer and
water. Review of application and exhibits, moved by Director
Hastings, seconded by Director Wagner carried unanimously to
approve staff recommendations.
Ralph Shook General Manager had several items from IDA the first,
Legislative report # 2, received and filed. More information on
Conflict- of Interest, Disclosure Bill A.B. 325. Attorney
Howell stated that an extension had been made to April 6, and
he felt sure that the Superior Court or the Legislature would
do something before that time.
A request for funds by the Enviornmental Coordinating Activity
section of the Association received and filed.
Announced the Spring Convention of IDA at Lake Tahoe from April
8 - 115 1970. General Manager to make reservations for Fred
Clodt, Rex Hastings, and Ralph McGuire for the 7, 8 and 9.
April board meeting probably.will be changed to April 6 to avoid
conflict in the dates.

Eel River Water Council literature and membership forms. Rec-
eived and filed.
An invi*tation for the Bank of American open house on Feb. 27,
extended to directors and staff.
A letter from Harold Wilson, City of Brea regarding the Rose
Drive annexation. Discussion, moved by Director Hastings
seconded by Director C1odt carried unanimously that the District
has no objection to the annexation on condition that water service
is by Yorba Linda County Water District and sewer by Brea, making
sure that sewer would be at a depth that all property at end of
Rose and Blake can be sewered. Copy of letter to go to LAFCO.
Cost of this sewer to be agreed upon at $2000.00 or less for the
extra depth.
The General Manager presented the notice of hearing on March 11
from LAFCO re: Detachment 69-1. This detachment has 408 pet-
itioners in the area of Valencia, Golden, McCormack and Basten-
chury, boundaries do not seem to be correct. Discussion - District
serves one tract within this proposed detachment. Decision to
ask for a continuance and see if the boundaries can not be worked
out. Moved by Director Hastings, seconded by Director Wagner
carried unanimously, that General Manager and Attorney write a
letter to LAFCO asking for a 90 day continuance, pointing out to
LAFCO the history of the area and try to show that boundaries are
being worked out with So. Cal Water. MetieR-earried
General Manager stated that DuWayne Lidke and he had met with the
City Engineer and Darrel Dalton and discussed the pavement re-
placement requirements. He said they were going to work something
out satisfactory to both agencies.
Darrel Dalton came into the meeting at this time 9:15 a.m.
Darrel Dalton reported that about 100 acres in the area just north
and south of the golf course was ready for annexation.to the City.
Property Research was representing the developer.
Easement document from the Kraemers for East transmission Ine still
not here but temporary right of entry had been obtained from them
and from Edison Company. Beverly-Glenwood had assured District they
would give the needed easement from Yorba Linda Blvd., north to
Fairmont Blvd.
The date for the M.W.D. tour sponsered for the Yorba Linda County
Water District has been requested for Tuesday March 30, 1971 from
MWD of OC.
Moved by Director Knauft seconded by Director Clodt carried un-
animously to approve for payment the audited bills in the amount
of $107,941.06 and refunds for $ 370.61 on checks # 16469-16528.

Moved by Director Hastings seconded by Director Knauft and un-
animously carried all directors are hereby authorized to leave
the State of California for either business or personal reasons
between now and the next regular meeting of the Board of Directors.
Assignments for City Council March 2 Rex Hastings, March 16 Fred
Clodt, Planning Commission March 11 Ralph McGuire, and March 25
Roy Knauf t .
Darrel Dalton announced no Planning Commission meeting tonite
because of no items on the agenda.
Moved by Director Knauft, seconded by Director Wagner carried
unanimously to reaffirm all action taken prior to the normal
convening time of 8:30 a.m. this 25th day of February, 1970.
Ralph Shook said that he had been appointed to the Water Well
Standards Committee and had already attended on meeting on
Thursday the 19th.
Moved by Director Knauft seconded by Director Hastings that
meeting be adjourned at 9:30 a.m.,motion carried unanimously.
